3、投標(biāo)人資格要求投標(biāo)人應(yīng)具備的資格或業(yè)績:（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件并參加投標(biāo)競爭的法人或其他組織。任何未在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件的法人均不得參加投標(biāo)。The Bidder is legal person or other organization that has purchased the Bidding document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding document from the Tendering Agent is not allowed to participate in the bid.（2）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標(biāo)。This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).（3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.（4）接參與項目前期咨詢和招標(biāo)文件編制的法人不得參加受托項目的投標(biāo)，也不得為該項目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.（5）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項目包投標(biāo)，共同組成聯(lián)合體投標(biāo)的除外。Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. except for the case to form a Joint Venture to bid.（6）只有在法律上和財務(wù)上獨立、合法運作并獨立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.（7）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時間前在（網(wǎng)址：http:// ）成功注冊。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。Bidders should successfully complete the registration on http:// (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.（8）投標(biāo)人必須是專業(yè)的設(shè)備制造商或為制造商針對本項目的唯一授權(quán)代理商，并提供“制造商資格聲明”（格式見第一冊第四章格式IV-9-2）。中國境內(nèi)投標(biāo)人須提供營業(yè)執(zhí)照副本掃描件；中國境外投標(biāo)人的公司須提供注冊證明文件掃描件。投標(biāo)人為中華人民共和國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），掃描件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權(quán)人簽字。投標(biāo)人為代理商的，還需提供制造商針對本項目的唯一授權(quán)The Bidder shall be professional equipment manufacturer, or the manufacturer's only authorized agent for this project. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I). Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below). "Letter of exclusive Authority for the project from Manufacturer" shall be provided by agent.（9）2019年1月1日至今投標(biāo)人在中國范圍內(nèi)化工生產(chǎn)裝置銷售，與本項目相似的（材質(zhì)Zr702/Zr705，流量≥500m3/h，揚(yáng)程≥50m）的業(yè)績至少兩項，并提供業(yè)績清單。(同一用戶的銷售業(yè)績視為一項有效業(yè)績，業(yè)績清單格式見第六章附表1）。The bidder must have at least two experience of sale, which shall be the similar procurement requirements in China since January 1, 2019（Material Zr702/705，F(xiàn)low rate≥500m3/h，Lift≥50m）, and provide a performance list.(The sales performance of the same end user is considered as one effective performance. See Attached Table 1 of Section Six for the format of performance list).（10）投標(biāo)人應(yīng)提供制造商對產(chǎn)品質(zhì)量保證和售后服務(wù)的承諾函原件。The bidder shall provide the original letter of commitment for the manufacturer's product quality assurance and after-sales service.（11）投標(biāo)人須提供有效期內(nèi)的ISO9001、ISO14001體系認(rèn)證證書掃描件（掃描件須加蓋投標(biāo)人公章，如為國外投標(biāo)人只需被授權(quán)人簽字）。The bidder must provide the copies of ISO9001, ISO14001 system certification certificates within the validity period (the domestic bidder must affix the official seal, and the overseas bidder only needs the signature of the authorized person).（12）投標(biāo)的投標(biāo)代表須提供法定代表人授權(quán)書（格式見招標(biāo)文件第一冊第四章，格式IV-8）、法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；如負(fù)責(zé)本次投標(biāo)的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.（13）加蓋公章的投標(biāo)人開立基本賬戶的銀行所開具銀行資信證明和經(jīng)會計師事務(wù)所審計的2022年-2023年度財務(wù)審計報告復(fù)印件（復(fù)印件須加蓋投標(biāo)人公章，如為國外投標(biāo)人只需被授權(quán)人簽字）。Bidders shall provide the original Credit Certificates issued by the bank where his basic account is open, and the copy of Annual Audit Report of 2022-2023 with its company sealing for domestic bidders (excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).是否接受聯(lián)合體投標(biāo):不接受未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以4、
