1.TheXianjuBiodiversityDevelopmentCo.,Ltd.hasreceivedfundsfromtheAgenceFran?aisedeDéveloppement(theFrenchDevelopmentAgency)towardsthecostofProjectfortheDemonstrationProjectonBiodiversityConservationandDevelopmentofXianjuCountyProject.ItisintendedthatpartoftheproceedsofthesefundswillbeappliedtoeligiblepaymentsunderthecontractforProcurementofDesignandSupplyofTheRopewayforFanzhengyanandGongyu.

2.CMCInternationalTenderingCo.,Ltd.(hereinafterreferredtoas“Employer’sAgent”),authorizedandonbehalfofTheXianjuBiodiversityDevelopmentCo.,Ltd.nowinvitessealedbidsfromeligiblebiddersforthedesign,supplyandinstallationofProcurementofDesignandSupplyofTheRopewayforFanzhengyanandGongyu(“theFacilities”).InternationalcompetitivebiddingwillconductinaccordancewiththeAgency'sSingle-StageBiddingProcedure.

8.Qualificationcriteriaareasfollows:

OnlyeligibleBidderswiththefollowingkeyqualificationsshouldparticipateinthisbidding:

1)Non-performanceofacontractdidnotoccurasaresultofcontractordefaultinthepast5years.

2)NotundersuspensionbasedonexecutionofaBidSecuringDeclarationpursuanttoITB4.4orwithdrawalofaBidpursuantITB20.9.

3)Bidder’sfinancialpositionandprospectivelongtermprofitabilitysoundaccordingtocriteriaestablishedin2.3.1belowandassumingthatallpendinglitigationwillberesolvedagainsttheBidder

4)(i)TheBiddershalldemonstratethatithasaccessto,orhasavailable,liquidassets,unencumberedrealassets,linesofcredit,andotherfinancialmeans(independentofanycontractualadvancepayment)sufficienttomeettheconstructioncashflowrequirementsestimatedasEUR5millionforthesubjectcontract(s)netoftheBiddersothercommitments

仙居生物多樣性發(fā)展已從法國(guó)開(kāi)發(fā)署(AFD)申請(qǐng)到了一筆貸款，用于支付仙居縣域生物多樣性保護(hù)和發(fā)展利用示范工程建設(shè)項(xiàng)目項(xiàng)下的費(fèi)用，并計(jì)劃將其中部分貸款用于飯蒸巖索道和公盂索道設(shè)備設(shè)計(jì)和供貨項(xiàng)下的合格支付。

受仙居生物多樣性發(fā)展 (業(yè)主)的委托，中機(jī)國(guó)際招標(biāo) 作為業(yè)主代理，邀請(qǐng)合格投標(biāo)人參與飯蒸巖索道和公盂索道設(shè)備設(shè)計(jì)和供貨的投標(biāo)。本次招標(biāo)為國(guó)際競(jìng)爭(zhēng)性招標(biāo)方式，遵照法署一階段單信封的招標(biāo)程序。

感興趣的投標(biāo)人可以到獲得額外信息并到如下

凡有意參加投標(biāo)的潛在投標(biāo)人，請(qǐng)于2024年9月2日至2024年9月29日 > 郵購(gòu)另加收200元人民幣或30歐元快件費(fèi)），文件售后款項(xiàng)不予退還。

投標(biāo)人在“”上填寫(xiě)購(gòu)買(mǎi)申請(qǐng)后按照指示完成付款，支付成功即可下載招標(biāo)文件。

以匯款方式

8.資格標(biāo)準(zhǔn)如下：

只有滿(mǎn)足以下關(guān)鍵條款的合格投標(biāo)人可參與此投標(biāo)

過(guò)去5年內(nèi)未由于承包商過(guò)失而出現(xiàn)過(guò)一個(gè)合同的未履約情況。

不存在依照ITB4.4執(zhí)行投標(biāo)保證聲明或依照ITB20.9撤回標(biāo)書(shū)而出現(xiàn)的暫時(shí)中止情況。

投標(biāo)人具有下文2.3.1要求的良好財(cái)務(wù)狀況和長(zhǎng)期盈利能力，假定所有未決訴訟結(jié)果按照投標(biāo)人敗訴統(tǒng)計(jì)。

投標(biāo)人應(yīng)證明其能夠獲得或具有滿(mǎn)足合同預(yù)計(jì)現(xiàn)金流需求即500萬(wàn)歐元（預(yù)計(jì)為2-4個(gè)月的月度付款證書(shū)金額）的流動(dòng)資金、未抵押實(shí)物資產(chǎn)、授信額度以及其他財(cái)務(wù)來(lái)源（不含合同預(yù)付款）、其中不應(yīng)包括投標(biāo)人對(duì)其他項(xiàng)目所作承諾

過(guò)去三年年均營(yíng)業(yè)額最低為2700萬(wàn)歐元，以在施工或已竣工項(xiàng)目的可證明收款總額計(jì)算。

過(guò)去5年內(nèi)（從2019年1月1日開(kāi)始）作為主承包商、聯(lián)合體成員、分包商或管理承包商至少有過(guò)1個(gè)索道設(shè)備合同業(yè)績(jī)。

過(guò)去8年內(nèi)（從2016年1月1日開(kāi)始）作為主承包商、聯(lián)合體成員、分包商或管理承包商已圓滿(mǎn)完成以下規(guī)定的最低數(shù)量的類(lèi)似合同：1個(gè)索道項(xiàng)目，每個(gè)最低500萬(wàn)歐元。

具有有效的ISO證書(shū)或國(guó)際認(rèn)可的同等證書(shū)（應(yīng)由投標(biāo)人證明同等性）：-質(zhì)量管理證書(shū)ISO9001或同等級(jí)別的國(guó)際或國(guó)內(nèi)證書(shū)；-環(huán)境管理證書(shū)ISO14001或同等級(jí)別的國(guó)際或國(guó)內(nèi)證書(shū)；-職業(yè)健康管理體系證書(shū)ISO45001或同等級(jí)別的國(guó)際或國(guó)內(nèi)證書(shū)。

不允許聯(lián)合體參與本項(xiàng)目。
