中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機構(gòu)”）受_中海石油（中國）有限公司（以下稱為“招標(biāo)人”）委托，就分析類儀表設(shè)備采辦 項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Procurement of The Analyzers by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

旅大5-2北油田位于渤海遼東灣海域，東南距綏中36-1油田（CEPN）約3.9km，西南距旅大5-2油田約10km，新建平臺處海域水深為29.4m。
旅大5-2北油田II期開發(fā)項目新建一座四腿鋼結(jié)構(gòu)導(dǎo)管架井口熱采平臺WHPB，與原WHPA平臺棧橋連接，原生產(chǎn)支持平臺PAP外擴附屬設(shè)施。
Project Summary：LD5-2N Oil Field is Located in the Liaodong Bay of the Bohai Sea. LD5-2N Oil Field is approximately 3.9km southeast of SZ36-1 Oil Field and 10km southwest of LD5-2 Oil Field. The water depth (relative to the C.D.) of LD5-2N WHPA is 29.4m.
A new four-leg steel jacket wellhead thermal recovery platform WHPB ，it is connected with the original WHPA platform trestle, and the original production support platform PAP external expansion ancillary facilities.

3. 對投標(biāo)人的資格和業(yè)績要求：

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
★ B、投標(biāo)人應(yīng)具有并在投標(biāo)時提供有效期內(nèi)的GB/T19001（ISO9001）質(zhì)量管理體系認(rèn)證證書（認(rèn)證范圍應(yīng)包含生產(chǎn)或制造范圍），質(zhì)量管理體系認(rèn)證證書應(yīng)在中國國家認(rèn)證認(rèn)可監(jiān)督管理委員會網(wǎng)站（http://www.cnca.gov.cn）可查詢。若認(rèn)證機構(gòu)為國外的，應(yīng)在投標(biāo)時提供有效期內(nèi)的GB/T19001（ISO9001）質(zhì)量管理體系認(rèn)證證書（掃描件）和認(rèn)證機構(gòu)的官方網(wǎng)站查詢截圖。
B、The bidder should have and provide a valid GB/T19001 (ISO9001) quality management system certification certificate during the bidding period (the certification scope should include the production or manufacturing scope).The quality management system certification certificate should be available on the website of the China National Certification and Accreditation Administration（http://www.cnca.gov.cn ）Can be queried. If the certification body is foreign, a scanned copy of the GB/T19001 (ISO9001) Quality Management System Certification Certificate within the validity period and a screenshot of the certification body's official website should be provided during the bidding process.
C．投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo)。

（2）★業(yè)績要求:

（2）投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件至少包括：
1）銷售合同復(fù)印件，內(nèi)容至少包括：合同首頁、簽字蓋章頁、簽署時間、制造商名稱、貨物名稱及數(shù)量、微波法測量原理技術(shù)要求。
2）到貨驗收材料（交貨驗收單或調(diào)試驗收報告或相應(yīng)使用方出具的有效證明文件）。
（3）未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法滿足上述要求的，均視為無效業(yè)績。
★ Performance requirements：
(1) From January 1, 2013 to the bidding deadline, bidders shall have supply performance for at least two contracts (each contract shall not be less than 3 water in oil analyzer ) for the
products they bid for (subject to the signing date of the contract).
(2) Bidders are required to submit performance forms in the prescribed format and relevant performance proof documents. The performance certification documents shall at least include:
1) A copy of the sales contract, including at least the contract homepage, signature and seal page, signing time, manufacturer's name, name and quantity of goods, and technical requirements for microwave measurement principles.
2) Acceptance materials upon arrival (delivery acceptance form or commissioning acceptance report or valid proof document issued by the corresponding user).
(3) Failure to submit performance proof documents or inability to meet the above requirements shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Oct. 26, 2023 to Nov. 2 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
