1.中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油石化工程有限公司（以下稱為“招標(biāo)人”）委托，就中海油石化工程有限公司浙江LNG三期項(xiàng)目接收站工程所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under ZHEJIANG LNG Phase III Project Terminal Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交貨期Delivery Schedule:
境內(nèi)貨物：合同簽訂后44周（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）
For goods within the PRC customs territory：within 44 weeks after signing the contract (arrival date to the jobsite).
境外貨物: 合同簽訂后40周（提單發(fā)貨時(shí)間）
For goods outside the PRC customs territory: within 40 weeks after signing the contract (departure date on the Bill of Lading).
交貨地點(diǎn)Destination of delivery：
境內(nèi)貨物：浙江省寧波市北侖區(qū)白峰鎮(zhèn)白中線峙北段368號(hào)
For goods within the PRC customs territory: No. 368, North Section of Baizhong Line, Baifeng Town, Beilun District, Ningbo City, Zhejiang Province.
境外貨物：CIF中國(guó)浙江寧波港
For goods outside the PRC customs territory: CIF Ningbo Seaport, Zhejiang, P. R. China
2.對(duì)投標(biāo)人的資格、業(yè)績(jī)及證書(shū)要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
從中華人民共和國(guó)關(guān)境內(nèi)制造的貨物：投標(biāo)人只能為投標(biāo)設(shè)備的制造商。
For goods manufactured within PRC customs territory: Bidders can only be the manufacturers of the bidding equipment.
從中華人民共和國(guó)關(guān)境外制造的貨物：投標(biāo)人可為投標(biāo)設(shè)備的制造商或授權(quán)代理商。
For goods manufactured outside PRC customs territory:Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
如果投標(biāo)人是授權(quán)代理商，必須滿足以下條件：
The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, the following requirements must be met:
代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書(shū)。
The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One).
如果投標(biāo)人為境內(nèi)注冊(cè)公司，需提供有效的營(yíng)業(yè)執(zhí)照（具備獨(dú)立法人資格）復(fù)印件，并加蓋公章（以上證明文件在年審有效期內(nèi)）。
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
投標(biāo)人應(yīng)提供閥門(mén)制造商以下兩類有效認(rèn)證證書(shū)復(fù)印件，所有證書(shū)認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績(jī)的制造商、此次投標(biāo)貨物的制造商一致。
The bidder shall provide copies of the two type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.
① 國(guó)內(nèi)制造商應(yīng)具有TS證書(shū)（特種設(shè)備制造許可證）和覆蓋投標(biāo)產(chǎn)品范圍的TSX證書(shū)（特種設(shè)備型式試驗(yàn)證書(shū)）。國(guó)外制造商應(yīng)提供覆蓋投標(biāo)產(chǎn)品范圍的TSX證書(shū)（特種設(shè)備型式試驗(yàn)證書(shū)），并在投標(biāo)時(shí)提供承諾函，承諾內(nèi)容為：供貨前提供閥門(mén)原產(chǎn)地證明和2024年5月31日前提供TS證書(shū)（特種設(shè)備制造許可證）。
Domestic manufacturers should have TS Certificate (special equipment manufacturing license) and TSX Certificate (special equipment type test certificate) covering the scope of bidding products.Foreign manufacturers should provide a TSX certificate (Special Equipment Type Test Certificate) covering the scope of bidding products, and provide a commitment letter while bidding,which promises that provide a certificate of valve origin before supply, and a TS certificate (Special Equipment Manufacturing License) by May 31, 2024.
② 制造商應(yīng)具有國(guó)際或國(guó)內(nèi)認(rèn)證機(jī)構(gòu)頒發(fā)的覆蓋投標(biāo)產(chǎn)品范圍的 API607 或 API6FA 或 ISO10497 或同等標(biāo)準(zhǔn)的防火證書(shū)，并附相應(yīng)的測(cè)試報(bào)告。
The manufacturer of compulsory inspection certificate shall have the fire prevention certificate of API 607 or API 6FA or ISO 10497 or equivalent standards covering the scope of bidding products issued by international or domestic certification institutions, and attach the corresponding test report.
（2）業(yè)績(jī)要求：

2010年1月1日起至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品應(yīng)在中國(guó)境內(nèi)具有LNG接收站或具有接收站性質(zhì)的（即滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范）調(diào)峰站項(xiàng)目(需提供滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范2.0.2液化天然氣接收站:對(duì)船運(yùn)液化天然氣進(jìn)行接收、儲(chǔ)存、氣化和外輸?shù)茸鳂I(yè)的場(chǎng)站要素的證明材料,證明材料通過(guò)國(guó)家發(fā)改委、省級(jí)發(fā)改委、政府網(wǎng)站、項(xiàng)目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供。）的供貨業(yè)績(jī)，1個(gè)供貨業(yè)績(jī)中至少含有2臺(tái)14寸及以上且≥CL1500的低溫軸流式止回閥。
From January 1, 2010 to the bidding deadline (based on the signing date of the contract), The bidder's product should have a LNG receiving station or a peak shaving station project with a receiving station nature within China (i.e. meeting the GB51156-2015 Liquefied Natural Gas Receiving Station Engineering Design Specification) (Proof materials must be provided to meet the requirements of GB51156-2015 Code for Design of Liquefied Natural Gas Receiving Stations 2.0.2 Liquefied Natural Gas Receiving Stations: Station elements for receiving, storing, gasifying, and exporting liquefied natural gas transported by ships, the documents were obtained from the National Development and Reform Commission, the Provincial Development and Reform Commission, the government website, the project owner's website and other official websites, and provided to the tenderers in the form of screenshots stamped with official seals.) supply performance, one supply performance includes at least 2 sets low-temperature axial flow check valves of 14 inches and above and ≥ CL1500.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件同時(shí)具有以下2種：
1） 銷(xiāo)售合同【或】銷(xiāo)售訂單【框架協(xié)議下訂單（需提供主框架協(xié)議）或單個(gè)供貨合同】復(fù)印件（含相關(guān)技術(shù)附件）和
2） 到貨驗(yàn)收材料。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱、項(xiàng)目名稱、供貨數(shù)量、規(guī)格型號(hào)（口徑及磅級(jí)）、制造商名稱、到貨驗(yàn)收材料。如提供的是調(diào)峰站業(yè)績(jī)，投標(biāo)人還需提供調(diào)峰站（滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范2.0.2液化天然氣接收站：對(duì)船運(yùn)液化天然氣進(jìn)行接收、儲(chǔ)存、氣化和外輸?shù)茸鳂I(yè)的場(chǎng)站)要素的證明材料，證明材料通過(guò)國(guó)家發(fā)改委、省級(jí)發(fā)改委、政府網(wǎng)站、項(xiàng)目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無(wú)效業(yè)績(jī)。本次投標(biāo)產(chǎn)品的規(guī)格型號(hào)(口徑及磅級(jí))、制造商名稱必須與上述業(yè)績(jī)的產(chǎn)品一致。
Bidders must submit the performance form in the prescribed format and submit relevant performance certification documents. The performance certification documents have the following two types at the same time:
1) Copy of sales contract [or] sales order [under framework agreement (main framework agreement required) or individual supply contract] (including relevant technical attachments) and
2) Acceptance materials upon arrival.
The performance proof documents submitted by the bidder must at least reflect the following contents: contract signing time, goods name, project name, supply quantity, specifications and models (caliber and pound level), the name of the origin and manufacturer, arrival acceptance materials .If the performance of the peak shaving station is provided, the tenderer also needs to provide proof materials that the peak shaving station meets the requirements of GB51156-2015 Design Specification for Liquefied Natural Gas Receiving Station Engineering 2.0.2 Liquefied Natural Gas Receiving Station (a station for receiving, storing, gasifying, and exporting liquefied natural gas transported by ships), the documents were obtained from the National Development and Reform Commission, the Provincial Development and Reform Commission, the government website, the project owner's website and other official websites, and provided to the tenderers in the form of screenshots stamped with official seals.Failure to submit performance certification documents, or performance certification documents provided that do not reflect the above information, shall be deemed invalid performance. The specifications and models(caliber and pound level), and the name of the origin and manufacturer of the bidding products must be consistent with the products with the above performance.
3. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2023年10月13日開(kāi)始至2023年10月20日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。購(gòu)買(mǎi)過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為200元人民幣，售后不退。如未在系統(tǒng)中購(gòu)買(mǎi)招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from October 12, 2023 to October 19, 2023. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB200.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4．投標(biāo)文件遞交截止時(shí)間和方式：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2023年11月03日上午09:30（北京時(shí)間）前線上提交至中國(guó)國(guó)際招標(biāo)網(wǎng)站（http://www.chinabidding.com）。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 09:30 am (Beijing Time) on November 03, 2023. Any bid beyond the required time and date shall be subject for rejection.
5．開(kāi)標(biāo)時(shí)間：定于2023年11月03日09:30時(shí)（北京時(shí)間）開(kāi)標(biāo)。
Bid-opening time: Bids will be opened at 09:30 a.m (Beijing time) on November 03, 2023.

7.本次招標(biāo)公告同時(shí)在中國(guó)國(guó)際招標(biāo)網(wǎng)站（http://www.chinabidding.com）、中國(guó)采購(gòu)與招標(biāo)網(wǎng)（http://www.chinabidding.com.cn）和中海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。
This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
