中化建國際招標有限責任公司（以下稱為“招標代理機構(gòu)”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就東方13-2 CEPB平臺壓縮機模塊項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2 CEPB compressor module Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．本次招標投標人應(yīng)為天然氣離心壓縮機本體的制造商,買方不接受代理商投標
Agent Bid: VENDOR shall be the manufacturer of natural gas centrifugal compressor body .The purchaser does not accept agent’s bid.
C. 是否接受聯(lián)合體投標：否
Joint Venture: Not Accepted
D. 未領(lǐng)購招標文件是否可以參加投標:不可以

Requirements of Qualification of Bidder and Certificate
A. 其他
others
1）投標人應(yīng)承諾自費委托國家應(yīng)急管理部認可的認證機構(gòu)（ABS/DNV/BV/CCS)之一對壓縮機橇整體、變頻器成套柜和入口滌氣罐檢驗并獲得檢驗證書。
1）VENDOR shall at his own cost arrange inspection and obtain final certificate of The compressor Skids，Complete inverter cabinet and the Inlet Scrubber Skid from one of the certifying agencies authorized by National Emergency Management Department , which are ABS, DNV, BV and CCS.
（3）業(yè)績要求Requirement for Bidder's reference:
1）投標人應(yīng)自2013年1月1日至投標截止日（以合同簽訂日期為準）具有至少兩套電機驅(qū)動的天然氣離心壓縮機組在油氣田項目的供貨業(yè)績，該業(yè)績中電機功率應(yīng)≥10.5MW、處理量應(yīng)≥500萬標方/天 和出口壓力≥7600kPaG，并提供相關(guān)業(yè)績證明。
1) The VENDOR shall have at least two sets of the natural gas centrifugal compressor unit driven by the motor in the Oil-gas field project from January 1, 2013 to the deadline for submission of bids (the date of contract signing), in which the motor power shall be ≥10.5MW, the processing capacity shall be ≥500x104Sm3/d and the outlet pressure shall be ≥7600kPaG, and provide relevant performance certificates.
2）投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、電機功率、處理量、出口壓力及到貨驗收材料。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、電機功率、處理量、出口壓力及到貨驗收材料的，均視為無效業(yè)績。
2) VENDOR shall furnish reference List in given form for the above-mentioned Requirement for VENDOR's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods.The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and Arrival acceptance materials.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from28 Sep 2023 to11 Oct 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

7.投標人在投標前應(yīng)在必聯(lián)網(wǎng)（https://www.ebnew.com）或機電產(chǎn)品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結(jié)果將在機電產(chǎn)品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。
Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com.The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
