中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國） （以下稱為“招標(biāo)人”）委托，就 團(tuán)簇同位素設(shè)備采辦 項目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Procurement of clumped isotope equipment by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：隨著海上勘探逐步向深層和潛山推進(jìn)，深層和潛山巖石類型復(fù)雜多樣，儲層類型多、成巖礦物類型多。對儲層成因機(jī)理、礦物成巖溫度、礦物形成時間等方面的實驗需求十分迫切。通過建設(shè)礦物原位分析與成因分析實驗手段，形成儲層原位成因?qū)嶒灱夹g(shù)體系，有效支撐公司自主創(chuàng)新能力和核心競爭能力建設(shè)。
Project Summary：With the gradual advancement of offshore exploration, the rock types of deep reservoirs are complex and diverse, with multiple reservoir types and diagenetic mineral types.There is an urgent need for experimental research on the mechanism of reservoir formation, mineral diagenesis temperature, and mineral formation time. By constructing experimental methods for in-situ mineral analysis and genetic analysis, a technical system for in-situ reservoir genetic analysis is formed, effectively supporting the company's independent innovation and core competitiveness construction.

1）Mass range：≥1-150amu ;

2.在線碳酸鹽團(tuán)簇同位素自動樣品制備系統(tǒng)裝置
1）反應(yīng)酸池溫控范圍：20~125℃；溫度調(diào)節(jié)精度：±0.5 ℃；
2）真空系統(tǒng)：系統(tǒng)真空壓力條件可在線監(jiān)控、調(diào)控；前級泵（無油潔凈）工作真空條件：≤1×10-3 mbar ；渦輪分子泵工作真空條件：≤1×10-5 mbar；
3）除水冷阱溫控范圍：-197~+250℃；除烴冷阱填料可更換，溫控范圍：-197 ~+ 250℃；微體積冷阱溫控范圍：-197~+ 250℃，最大捕獲氣體量≤300ml；硫化物捕獲阱填料可更換：銀絲捕獲器，體積容量≥3ml；
4）正壓系統(tǒng)：以He為載氣，具備質(zhì)量流速控制功能，可調(diào)流量范圍：0 ~100ml/min；壓力調(diào)節(jié)范圍：0 ~+ 55kPa；
5）除烴阱：固定相充填除烴色譜柱（柱長≥1m）；固定相PoraPakQ穩(wěn)定耐溫范圍：-197 ~+ 250℃；
2. On-line automatic sample preparation system for carbonate Clumped isotope
1）Acid bath temperature range can be controlled:20~125℃, adjustable precision of the temperature:±0.5 ℃;
2）Vacuum system: the vacuum pressure condition of the system can be monitored and regulated online; Pre-stage pump (clean without oil) working vacuum condition:≤1×10-3 mbar; Working vacuum condition of turbopecular pump:≤1×10-5 mbar;
3）Water traps temperature range: -197~+250℃；organic trap column packing can be replaced,temperature range: -197 ~+ 250℃,cold finger temperature range：-197~+ 250℃，Max. Gas volume ≤300ml;
4）Gas flowing system Helium transfer flow rate 0 to 100 ml min-1 Gas flow control and rate adjustable, pressure range: 0 ~+55kPa;
5）Organic column trap, the column length≥1m, PoraPakQ temperature range:-197 ~+ 250℃;
3.離線碳酸鹽團(tuán)簇同位素樣品制備系統(tǒng)裝置
1）酸浴溫控范圍：20~125℃；溫度調(diào)節(jié)精度：±0.5℃；
2）除水冷阱溫控范圍：-197~+250℃；除烴冷阱（填料可更換）溫控范圍：-197 ~+ 250℃；微體積冷阱溫控范圍：-197~+ 250℃，最大捕獲氣體量≤300ml；硫化物捕獲阱填料可更換：銀絲捕獲器，體積容量≥3ml；
3）系統(tǒng)真空壓力條件可監(jiān)控、調(diào)控，高真空：≤1×10-7 mbar；前級泵（無油）低真空：≤1×10-3 mbar；
3. Off-line automatic sample preparation system for carbonate Clumped isotope
1）Acid bath temperature range can be controlled:20~125℃, adjustable precision of the temperature:±0.5℃;
2）Water traps temperature range: -197~+250℃；organic trap column packing can be replaced,temperature range: -197 ~+ 250℃,cold finger temperature range：-197~+ 250℃，Max Gas volume ≤300ml;
3）System vacuum pressure conditions can be monitored and regulated, high vacuum: ≤1×10-7 mbar;Front pump (no oil) low vacuum: ≤1×10-3 mbar;
4.全自動型微區(qū)取樣儀
1）軟件觀察視野范圍50μm~10mm；光學(xué)分辨率≤6.2μm；
2）可實現(xiàn)90°垂直鉆取和5°、10°、15°、20°、22.5°斜角鉆取，能夠?qū)ιL環(huán)帶和內(nèi)表面進(jìn)行平面鉆??；
3）亞微米級高精度移動臺，移動臺XYZ步進(jìn)分辨率50nm*50nm*25nm，配置自上而下的鎖緊裝置；
4. Fully-automatic Micro-Sampling Device
1）The software has an observation range of 50μm~10mm and an optical resolution of ≤6.2μm;
2）It can realize 90°vertical drilling and 5°, 10°, 15°, 20°, and 22.5° oblique drilling, and it can perform flat drilling on the growth rings and inner surfaces;
3）The sub-micron high-precision movable stage has XYZ step resolution of 50nm*50nm*25nm and is equipped with a top-down locking device.

如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．投標(biāo)人應(yīng)為所投貨物的制造商或代理商。
如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

2020年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2個同位素比質(zhì)譜儀主機(jī)供貨合同和2個在線碳酸鹽團(tuán)簇同位素自動樣品制備系統(tǒng)裝置供貨合同的供貨業(yè)績，且均滿足 業(yè)績產(chǎn)品品牌和型號與投標(biāo)產(chǎn)品一致。
From January 1th, 2020 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 supply contracts for isotope ratio mass spectrometer and 2 supply contracts for on-line automatic sample preparation system for carbonate clumped isotope supply performance, and the brand and model of the performance product are consistent with the bidding product.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、 業(yè)績產(chǎn)品品牌和型號與投標(biāo)產(chǎn)品一致 及到貨驗收材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, the brand and model of the performance product are consistent with the bidding product and receiving certificate of arrival of goods.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、 業(yè)績產(chǎn)品品牌和型號與投標(biāo)產(chǎn)品一致 及到貨驗收材料的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, the brand and model of the performance product are consistent with the bidding product and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from June 26th, 2023 to July 3rd, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The selling fee for the bidding documents is used for printing and mailing the bidding documents.
