中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中國海洋石油集團(tuán) （以下稱為“招標(biāo)人”）委托，就_番禺34-35氣田群降壓開采項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by China National Offshore Oil Corporation(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of _DEPRESSURIZING PRODUCTION PROJECT OF PY34/35 GAS FIELDS_by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：番禺34/35氣田群位于珠江口盆地流花06自營區(qū)塊，區(qū)域上位于南海珠江口盆地白云凹陷北坡，距香港約250km。
為進(jìn)一步釋放番禺34/35氣田群產(chǎn)能，實(shí)現(xiàn)氣田群穩(wěn)產(chǎn)，提高氣田群采收率，番禺34/35氣田群降壓開采項(xiàng)目需在中國南海東部番禺34-1CEP平臺新增三臺燃?xì)馔钙綁嚎s機(jī)組。
Project Summary：
Panyu 34/35 gas fields is located in Liuhua 06 self-operated block of the Pearl River Mouth basin, and is located on the north slope of Baiyun depression in the Pearl River Mouth basin in the South China Sea, about 250km away from Hong Kong.
In order to further release the production capacity of Panyu 34/35 gas fields, realize the stable production of the gas fieldsp and improve the recovery efficiency of the gas fields, the Panyu 34/35 gas field group depressurization production project needs to add three gas turbine driven compressor skids on the Panyu 34-1CEP platform ,located on south china sea.

境內(nèi)境外貨物如果交貨期超過基礎(chǔ)時間 4 周，則視為非響應(yīng)性投標(biāo)而予以否決。
If the delivery time of domestic and foreign goods exceeds the basic time by 4 weeks, it will be considered as a non responsive bid and will be rejected.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．（不接受代理）
投標(biāo)人應(yīng)為所投貨物的制造商，即應(yīng)為是透平機(jī)或壓縮機(jī)生產(chǎn)商。本次招標(biāo)不接受代理商和成橇商投標(biāo)。
C. The bidder shall be the manufacturer of bid goods. And should be a turbine or compressor manufacturer ，Bid by Agent and skid-mounted is not accepted.
D. 是否接受聯(lián)合體投標(biāo)：是

本次招標(biāo)允許聯(lián)合體投標(biāo)，但僅限于在聯(lián)合體牽頭人無法合法簽訂人民幣合同的情況下與國內(nèi)的聯(lián)合體成員組成聯(lián)合體，且全部聯(lián)合體成員數(shù)量不得多于兩家。
Joint Venture is permitted, which is only for the leading party that cannot sign the Contract in RMB Yuan legally forming Joint Venture with domestic member. The number of JV members shall not exceed two.

（2）資質(zhì)要求及證明文件
Requirements of Qualification of Bidder and Certificate
A. 投標(biāo)人承諾供貨時提供由國家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級社（ABS, BV, CCS and DNV）之一的第三方產(chǎn)品檢驗(yàn)證書。
B. The bidder shall promise to provide the Third party inspection certificate of one of the five third party certification agencies authorized by COOOSO, i.e. ABS, BV, CCS, and DNV.
（3）業(yè)績要求Requirement for Bidder's reference:
a) 投標(biāo)人所投燃?xì)馔钙津?qū)動壓縮機(jī)機(jī)組2012年1月1日至此次投標(biāo)截止日至少有1套燃?xì)馔钙津?qū)動壓縮機(jī)機(jī)組的供貨業(yè)績（業(yè)績中燃機(jī)、壓縮機(jī)品牌應(yīng)與本次投標(biāo)品牌一致）并提供相關(guān)業(yè)績證明。
a) The gas turbine compressor brand invested by the Tender shall have at least one set of supply performance from January 1, 2012 to the bidding deadline and provide relevant performance certified copy,
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件至少包括：1）合同及技術(shù)附件復(fù)印件，體現(xiàn)合同簽署時間、貨物名稱、供貨數(shù)量、燃機(jī)、壓縮機(jī)品牌；2）到貨驗(yàn)收證明文件
The Bidder shall furnish reference List in given form, and submit valid track records and relevant documentary evidence:1).Copies of contracts and technical attachments,including Date of contract signing, name of goods, quantity of supply,The gas turbine compressor brand 。2). Receiving certificate.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項(xiàng)目名稱、供貨數(shù)量、燃機(jī)、壓縮機(jī)品牌等內(nèi)容的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of the name of goods, supply quantity,The gas turbine compressor brand , the relevant reference will be deemed invalid.
b)國產(chǎn)化首臺（套）、“三新三化”產(chǎn)品投標(biāo)，投標(biāo)人滿足以下兩個條件之一的，可視同滿足第a)條業(yè)績條件（不受上述第a)條業(yè)績要求的限制）：
①所投產(chǎn)品在投標(biāo)前獲得中海石油（中國） 批準(zhǔn)和中國海洋石油集團(tuán) 備案的首次工程應(yīng)用管理認(rèn)定，提供簽字蓋章的《首次工程應(yīng)用管理認(rèn)定申請審批表》證明文件（復(fù)印件）。
②已納入中國海洋石油集團(tuán) 三新三化清單且提供相應(yīng)產(chǎn)品的供應(yīng)商，其業(yè)績視為滿足本招標(biāo)項(xiàng)目要求。
The bidder shall satisfy one of the following two conditions for the bidding of the first domestic product (set) and "Three New Three Industrialization" ，shall be deemed to meet the requirements of the bidding project (not subject to the performance requirements of Section a above).
① the bidder shall obtain the first project application management certification before bidding which approved by the CNOOC China Ltd. Shenzhen and record at CNOOC China Ltd. The signed and sealed certification document of 《Approval form of application for management identification of first engineering application of major technologies and products》
② The performance of suppliers providing similar products that have been included in the "Three New Three Industrialization List" of CNOOC China Ltd
