中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中國(guó)海洋石油集團(tuán) （以下稱為“招標(biāo)人”）委托，就番禺11-12油田/番禺10-1油田/番禺10-2油田聯(lián)合調(diào)整開發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by China National Offshore Oil Corporation (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the PY11-12 Oilfield/PY10-1Oilfield/PY10-2 Oilfield Adjust Joint Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標(biāo)條件Bidding Conditions
項(xiàng)目概況：PY11-12油田平均水深約為114m。項(xiàng)目新建無(wú)人井口平臺(tái)PY11-12 WHPA。PY11-12的井液被輸 通過(guò)新建的PY11-12 WHPA~PY5-1 DPPB多相管道將油和水泵 電力由PY5-1 DPPB通過(guò)新建的約7公里臍帶纜從PY5-1 DPPB向PY11-12 WHPA提供。
Project Summary：The average water depth of the oil field of PY11-12 is approximately 114m. An unmanned wellhead platform PY11-12 WHPA is newly built. The well fluid of PY11-12 is routed to the production system of PY11-12 WHPA to separate the gas. The oil and water is pumped to PY5-1 DPPB for further treatment via newly built PY11-12 WHPA~PY5-1 DPPB multi-phase pipeline and then transported to HYSY111 FPSO for final treatment to qualified crude oil. The power is supplied by PY 5-1 DPPB via a newly built 7km umbilical from PY5-1 DPPB to PY11-12 WHPA.

從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：臍帶纜及其附件須在中標(biāo)通知書簽發(fā)后11個(gè)月內(nèi)交貨到深圳或惠州指定地點(diǎn)；散件須在中標(biāo)通知書簽發(fā)后7個(gè)月內(nèi)交貨到中國(guó)境內(nèi)指定建造場(chǎng)地。
For goods offered from within PRC customs territory: umbilical and ancillarie shall arrive at designated location in Shenzhen or Huizhou within 11 months since bid award；Free issue items for umbilical shall arrive at designated project construction site in China within 7 months since bid award.
從中華人民共和國(guó)關(guān)境外提供的貨物：臍帶纜及其附件須在中標(biāo)通知書簽發(fā)后11個(gè)月內(nèi)DAP至深圳或惠州指定地點(diǎn)；散件須在中標(biāo)通知書簽發(fā)后7個(gè)月內(nèi)DAP至中國(guó)境內(nèi)指定建造場(chǎng)地。
For goods offered from outside PRC customs territory: umbilical and ancillarie DAP designated location in Shenzhen or Huizhou, Guangdong Province, P. R. China within 11 months since bid award. (INCOTERMS 2020)；Free issue items for umbilical DAP project construction site in China within 7 months since bid award.
如果交貨期超過(guò)基礎(chǔ)時(shí)間4周，則視為非響應(yīng)性投標(biāo)而予以否決。
The bid document will be rejected if the delivery date is 4 weeks later than the basic time.
3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求 Requirements for Qualification of Bidder
A．營(yíng)業(yè)執(zhí)照：如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，并加蓋公章；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
Business licence：If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period); If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B.質(zhì)量體系認(rèn)證要求：制造商通過(guò)ISO9001、ISO14001質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；
Quality Management System Certification：The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001, ISO14001 Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C.制造商投標(biāo)要求（不接受代理）：
投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo)。
Manufacturer requirement( Agent is not accepted)：
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

（2）資質(zhì)要求及證明文件
Requirements of Qualification of Bidder and Certificate
A..投標(biāo)人須提供本次投標(biāo)業(yè)績(jī)所列項(xiàng)目的臍帶纜產(chǎn)品認(rèn)證證書，本產(chǎn)品認(rèn)證證書需要滿足ISO13628-5或API17E標(biāo)準(zhǔn)。
The bidder must provide ：Product certificate for the track records from performance requirement which following ISO 13628-5 or API 17E.
B.產(chǎn)品認(rèn)證證書：投標(biāo)人必須承諾：產(chǎn)品認(rèn)證機(jī)構(gòu)的證書應(yīng)由ABS、BV、CCS、DNV等經(jīng)國(guó)家安全生產(chǎn)監(jiān)督管理局認(rèn)可為船級(jí)社的機(jī)構(gòu)之一頒發(fā)。不得使用4個(gè)船級(jí)社所屬的檢驗(yàn)下屬機(jī)構(gòu)、認(rèn)證下屬機(jī)構(gòu)、咨詢下屬機(jī)構(gòu)如CCSI、ABCC、ABSG等機(jī)構(gòu)頒發(fā)的證書。
The Products certifying agency's certificates：The bidder must promise ：The Products certifying agency's certificates shall be issued by one of the agencies among ABS, BV, CCS and DNV which are approved by the Chinese State Administration of Work Safety as Classification Society. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization ,e.g. CCSI, ABSC, ABSG etc., of these Classification Societies approved by Chinese State Administration of Work Safety.
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
投標(biāo)人需提供自2013年1月1日起至投標(biāo)截止日止（以合同簽署時(shí)間為準(zhǔn)），所投產(chǎn)品的制造商應(yīng)具有至少1條適用水深大于等于100m的復(fù)合臍帶纜到貨業(yè)績(jī)，以及至少1條長(zhǎng)度大于等于7km、電壓等級(jí)大于等于35kv、超級(jí)雙相鋼管線尺寸大于等于1/2”的臍帶纜到貨業(yè)績(jī)。（或1條臍帶纜同時(shí)滿足上述水深、長(zhǎng)度、電壓和管線尺寸要求的業(yè)績(jī)即可）。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨接收證明文件。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱、項(xiàng)目名稱、水深、長(zhǎng)度、電壓等級(jí)、液管線尺寸和到貨接收證明。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、貨物名稱、項(xiàng)目名稱、水深、長(zhǎng)度、電壓等級(jí)、液管線尺寸和到貨接收證明的，均視為無(wú)效業(yè)績(jī)。
From 1st March, 2013 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall,have at least 1 Track records of Power and Hydraulic Combined Umbilical application water depth≥100m，and at least 1 Track records of Power and Hydraulic Combined Umbilical including length≥7km, voltage grade≥35kV power cable,super duplex stainless steel tube size≥1/2 inch.（One Track record met above requirements of water depth, length, voltage grade and tube size are acceptable.）
The Bidder shall submit reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods . The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing Contract, Name of Goods, Name of Project, water depth, length, vlotage grade, tubing size and Receiving certificate of arrival of goods.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, Name of Goods, Name of Project, water depth, length, vlotage grade, tubing size and Receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from May 29, 2023 to June 5, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration,Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay the bid price online, after successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
