中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） （以下稱為“招標(biāo)人”）委托，就烏石17-2/23-5油田群聯(lián)合開(kāi)發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the WS17-2/23-5 OIL FIELDS JOINT DEVELOPMENT PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：烏石17-2/23-5油田群位于南海北部灣盆地烏石凹陷的東部，距北部灣盆地目前在生產(chǎn)的潿洲油田群約80km，東距廣東省雷州半島烏石鎮(zhèn)烏石港約13~25km。烏石17-2/23-5油田群開(kāi)發(fā)工程項(xiàng)目采用聯(lián)合開(kāi)發(fā)方案，擬在海上新建2座八樁腿井口平臺(tái)（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿無(wú)人值守井口平臺(tái)（WS23-5 WHPA），在烏石鎮(zhèn)新建1座陸上終端，另外新建3條海底混輸管線、3條海底注水管線和3條海底復(fù)合電纜；3個(gè)平臺(tái)的平臺(tái)生產(chǎn)物流通過(guò)WS17-2 WHPA的海底混輸管線輸
Project Summary：The WuShi17-2/23-5 oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg Unattended wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

球閥應(yīng)至少符合API 6D，投標(biāo)時(shí)提供API6D證書復(fù)印件。

（3）業(yè)績(jī)要求Requirement for Bidder's reference:
2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投以下每個(gè)產(chǎn)品：平行雙閘板閥、低溫球閥、電動(dòng)開(kāi)關(guān)球閥應(yīng)具有至少2個(gè)石油化工項(xiàng)目上的供貨業(yè)績(jī)（不要求每種產(chǎn)品必須出現(xiàn)在同一個(gè)項(xiàng)目中，但每種產(chǎn)品在該產(chǎn)品對(duì)應(yīng)單個(gè)有效項(xiàng)目供貨業(yè)績(jī)中的技術(shù)參數(shù)滿足以下要求：平行雙閘板閥（可提供手動(dòng)閥業(yè)績(jī)）尺寸≥18英寸、壓力等級(jí)≥600LB，低溫球閥（可提供手動(dòng)閥業(yè)績(jī)）滿足設(shè)計(jì)最低溫度-196℃、尺寸≥10英寸、壓力等級(jí)≥300LB；電動(dòng)開(kāi)關(guān)球閥滿足執(zhí)行器為同品牌且尺寸≥10英寸、壓力等級(jí)≥300LB。）

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、技術(shù)參數(shù)要求（平行雙閘板閥（可提供手動(dòng)閥業(yè)績(jī)）尺寸≥18英寸、壓力等級(jí)≥600LB，低溫球閥（可提供手動(dòng)閥業(yè)績(jī)）滿足設(shè)計(jì)最低溫度-196℃、尺寸≥10英寸、壓力等級(jí)≥300LB；電動(dòng)開(kāi)關(guān)球閥滿足執(zhí)行器為同品牌且尺寸≥10英寸、壓力等級(jí)≥300LB。）及到貨驗(yàn)收材料的，均視為無(wú)效業(yè)績(jī)。

The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer's name, goods name, project name, technical parameter requirements (parallel double gate valve (manual valve performance can be provided), size ≥ 18 inches, pressure rating ≥ 600LB, low-temperature ball valve (manual valve performance can be provided), meeting the design minimum temperature of -196 ℃, size ≥ 10 inches, pressure rating ≥ 300LB; The electric switch ball valve meets the requirements that the actuator is of the same brand, with a size of ≥ 10 inches and a pressure rating of ≥ 300LB And acceptance materials upon arrival.
Failure to submit performance proof documents, or the provided performance proof documents cannot reflect the contract signing time, manufacturer name, goods name, project name, technical parameter requirements (parallel double gate valve (manual valve performance can be provided), size ≥ 18 inches, pressure rating ≥ 600LB, low-temperature ball valve (manual valve performance can be provided), meeting the design minimum temperature of -196 ℃, size ≥ 10 inches, pressure rating ≥ 300LB; The electric switch ball valve meets the requirements that the actuator is of the same brand, with a size of ≥ 10 inches and a pressure rating of ≥ 300LB Any materials received for acceptance upon arrival shall be deemed as invalid performance.
