中化建國際 （以下稱為“招標代理機構”）受中海石油（中國） 曹妃甸作業(yè)公司（以下稱為“招標人”）委托，就曹妃甸油田海洋石油112單點所需部分貨物及相關服務進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of CFD OILFIELD HYSY112 SPM by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

本項目位于渤海CFD11油田，距離塘沽港口90KM。油田包含海洋石油112FPSO，一個單點系泊裝置（SPM），在單點與船體之間通過3條跨接軟管實現(xiàn)液體傳輸?？缃榆浌馨?條注水海管，2條混輸海管。
Project Summary：
The project is located in CFD11 oilfield in Bohai Sea, 90KM away from Tanggu Port. The field contains Offshore Oil 112FPSO, a single point mooring (SPM) that transfers liquids between a single point and the hull via three jumper hoses. The jumper hoses include one water injection Flexible Jumper and two multiphase Flexible Jumper.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

（2）資質(zhì)要求及證明文件
Requirements of Qualification of Bidder and Certificate
1)跨接軟管需按照《海上固定平臺安全規(guī)則》的要求進行設計、制造、認證和檢驗。投標人應委托海洋石油作業(yè)安全辦公室（COOOSO）認可的船級社（ABS, DNV,CCS，BV）對天然氣跨接軟管整體進行檢驗并獲得檢驗證書。
The JUMPER HOSE shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Gas HOSE Skid from one of the certifying agencies authorized by COOOSO, which are (ABS, DNV,CCS,BV).
（3）業(yè)績要求Requirement for Bidder's reference:
1）投標人的跨接軟管需滿足（2013年1月1日至此次投標截止日期，以合同簽訂時間為準）至少有一項同型號跨接軟管應用于海洋環(huán)境的供貨業(yè)績（單根長度55米，設計壓力：139bar，設計最高溫度≥90攝氏度，設計最低溫度≤-15攝氏度）的供貨業(yè)績,并提供相關業(yè)績證明。
The bidder's jumper hoses shall meet the supply performance of at least one jumper hoses , to be ensured that the provide model of product has been applied in the marine environment for at least 5 years,(from January 1, 2013 to the bidding deadline, subject to the contract signing time) (length of single hose is 55 meters, design pressure: 139bar, design maximum temperature≥90 degrees Celsius, design minimum temperature: ≦-15 degrees Celsius), and provide relevant performance proof.
2）投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：
①銷售合同復印件（含相關技術附件）和②到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、跨接軟管（單根長度55米，設計壓力：139bar，設計最高溫度≥90攝氏度，設計最低溫度≤-15攝氏度）的技術要求及到貨驗收材料。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、跨接軟管（單根長度55米，設計壓力：139bar，設計最高溫度≥90攝氏度，設計最低溫度≤-15攝氏度）的技術要求及到貨驗收材料的，均視為無效業(yè)績。
The bidder shall submit the performance form in the prescribed format, and submit the relevant performance certification documents. Performance documents include, but are not limited to:
a) Copies of the sales contract (including cover, signature page and relevant technical attachments);
b) Arrival acceptance certificate or debugging report signed or sealed by the user.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年5月17日開始至2023年5月24日止，請登錄中國海油采辦業(yè)務管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 17th May, 2023 to 24th May 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
