中化建國際 （以下稱為“招標代理機構(gòu)”）受中海石油（中國） （以下稱為“招標人”）委托，就陵水17-2氣田10d/11d井區(qū)開發(fā)項目所需部分貨物及相關(guān)服務進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 Gas Field 10d/11d Well Block Development Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件

項目概況：陵水17-2氣田位于南海北部西部大陸架瓊東南盆地北部，水深1220m ~ 1560m，陵水17-2氣田10d、11d井區(qū)開發(fā)項目依托于現(xiàn)有的LS17-2氣田。LS17-2-10d(A12H)井位于LS17-2氣田，水深1587m。LS17-2-11d(A13H)井位于LS17-2氣田中段，水深1460m。
陵水17-2氣田10d、11d井區(qū)開發(fā)項目新增兩條海底軟管，新增三條臍帶纜，新增MCS和EPU以及陵水17-2SEMI的改造。
Project Summary：Lingshui17-2 gas field is located in the northern part of the Qiongdongnan Basin in the western continental shelf of the northern South China Sea, with water depth of 1220m to 1560m. The development of LS17-2-10d/11d gas field relies on the exisitng LS17-2 gas field.LS17-2-10d(A12H) well is located in the LS17-2 gas field, the water depth is 1587m. LS17-2-11d(A13H) well is located in the medium part of LS17-2 gas field, the water depth is 1460m.
Lingshui 17-2 Gas Field 10d/11d Well Block Development Project consist of two new built subsea pipelines，three new built umbilicals, new built MCS and EPU as well as modification of Lingshui 17-2SEMI platform.

3、臍帶纜3：長3700米，從SDU（UTA-004）到A13H井（UTA-003）。

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應通過ISO9001（或GB/T19001）質(zhì)量體系認證。投標人須提供制造商有效的質(zhì)量體系認證證書；

（2）業(yè)績要求Requirement for Bidder's reference:
自2013年1月1日至本次投標截止日（以合同簽訂時間為準），投標人應具有在海上油氣田項目的鋼管臍帶纜銷售業(yè)績（技術(shù)要求需滿足：設(shè)計水深≥1500米）。投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件及相關(guān)技術(shù)附件。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、設(shè)計水深、臍帶纜內(nèi)部管線材質(zhì)。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、設(shè)計水深、臍帶纜內(nèi)部管線材質(zhì)，均視為無效業(yè)績。
From January 1, 2013 to the deadline of this tender (subject to the signing date of the contract), the bidder shall have sales performance of steel tube umbilical in an offshore oil and gas field project (technical requirements shall also meet:design water depth≥1500m).BIDDER shall submit the performance form in the prescribed format and the relevant performance proof documents.Performance proof documents include but are not limited to: copies of sales contracts and relevant technical attachments. The performance certification documents submitted by the bidder shall at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, design water depth,the material of umbilical service lines. Failure to submit performance certification documents, or the provided performance certification documents cannot reflect the contract signing time, manufacturer name, goods name, project name, design water depth,the material of umbilical service lines, shall be deemed as invalid performance.
