中化建國(guó)際 （以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） （以下稱(chēng)為“招標(biāo)人”）委托，就陵水17-2氣田10d/11d井區(qū)開(kāi)發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 Gas Field 10d/11d Well Block Development Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：陵水17-2氣田位于南海北部西部大陸架瓊東南盆地北部，水深1220m ~ 1560m，陵水17-2氣田10d、11d井區(qū)開(kāi)發(fā)項(xiàng)目依托于現(xiàn)有的LS17-2氣田。LS17-2-10d(A12H)井位于LS17-2氣田，水深1587m。LS17-2-11d(A13H)井位于LS17-2氣田中段，水深1460m。
陵水17-2氣田10d、11d井區(qū)開(kāi)發(fā)項(xiàng)目新增兩條海底軟管，新增三條臍帶纜，新增MCS和EPU以及陵水17-2SEMI的改造。
Project Summary：Lingshui17-2 gas field is located in the northern part of the Qiongdongnan Basin in the western continental shelf of the northern South China Sea, with water depth of 1220m to 1560m. The development of LS17-2-10d/11d gas field relies on the exisitng LS17-2 gas field.LS17-2-10d(A12H) well is located in the LS17-2 gas field, the water depth is 1587m. LS17-2-11d(A13H) well is located in the medium part of LS17-2 gas field, the water depth is 1460m.
Lingshui 17-2 Gas Field 10d/11d Well Block Development Project consist of two new built subsea pipelines，three new built umbilicals, new built MCS and EPU as well as modification of Lingshui 17-2SEMI platform.

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過(guò)ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書(shū)；

（2）業(yè)績(jī)要求Requirement for Bidder's reference:
自2013年1月1日至本次投標(biāo)截止日（以合同簽訂時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有在海上油氣田項(xiàng)目的鋼管臍帶纜銷(xiāo)售業(yè)績(jī)（技術(shù)要求需滿足：設(shè)計(jì)水深≥1500米）。投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷(xiāo)售合同復(fù)印件及相關(guān)技術(shù)附件。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、設(shè)計(jì)水深、臍帶纜內(nèi)部管線材質(zhì)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、設(shè)計(jì)水深、臍帶纜內(nèi)部管線材質(zhì)，均視為無(wú)效業(yè)績(jī)。
From January 1, 2013 to the deadline of this tender (subject to the signing date of the contract), the bidder shall have sales performance of steel tube umbilical in an offshore oil and gas field project (technical requirements shall also meet:design water depth≥1500m).BIDDER shall submit the performance form in the prescribed format and the relevant performance proof documents.Performance proof documents include but are not limited to: copies of sales contracts and relevant technical attachments. The performance certification documents submitted by the bidder shall at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, design water depth,the material of umbilical service lines. Failure to submit performance certification documents, or the provided performance certification documents cannot reflect the contract signing time, manufacturer name, goods name, project name, design water depth,the material of umbilical service lines, shall be deemed as invalid performance.

For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online.
