(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Natural Gas From South China Sealanding In Shenzhen by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．本次招標(biāo)接受代理商投標(biāo)。
1）如投標(biāo)人為代理商，即投標(biāo)人所投的貨物不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中提供該貨物的正式授權(quán)代理書。授權(quán)代理書必須對(duì)產(chǎn)品質(zhì)量、售后服務(wù)等關(guān)鍵內(nèi)容進(jìn)行約定；授權(quán)人必須是進(jìn)口貨物制造商或其母公司的有權(quán)人，不接受制造商其中國(guó)境內(nèi)的銷售公司的授權(quán)。

1) If the bidder is the agent, That is, the goods submitted by the bidder are not manufactured by the bidder.The bidder shall obtain the consent of the manufacturer of the goods and the official authorization certifying that the bidder provides the goods in this bid.And The official authorization certifying must stipulate key contents such as product quality and after-sales service. The authorizer must be the owner of the imported goods manufacturer or its parent company, and does not accept the authorization of the manufacturer's sales company in China.

Requirements of Qualification of Bidder and Certificate
A. 其他
others
1）投標(biāo)人應(yīng)承諾自費(fèi)按以下要求對(duì)所提供的產(chǎn)品進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書。閥門需取得，ABS、 BV、CCS和 DNV，其中任意一家第三方認(rèn)證機(jī)構(gòu)的檢驗(yàn)證書。
1）The Bidder should promise to arrange inspection of the products supplied and obtain final inspection certificates at his own cost of the following requirements.valve shall obtain the GOODS inspection certificates from one of the third party certification agency authorized , i.e. ABS, DNV, BV and CCS.
2）投標(biāo)人所投產(chǎn)品的制造商具有有效期內(nèi)的API 6DSS、API 6A、API 6D、ISO9001證書。
2）The manufacturer of the products invested by the Bidder has API 6DSS, API 6A, API 6D and ISO9001 certificates within the validity period.
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
1）2013年1月1日至投標(biāo)截止日（以合同簽署日期為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有2個(gè)項(xiàng)目水下球閥（每個(gè)項(xiàng)目至少有一臺(tái)技術(shù)要求同時(shí)滿足API 6DSS、尺寸不小于20寸、壓力等級(jí)不低于900LB、應(yīng)用水深不小于10米的海洋水下環(huán)境的水下球閥）的供貨業(yè)績(jī)，且2個(gè)項(xiàng)目滿足前述技術(shù)要求的水下閥門供貨總數(shù)量累計(jì)不少于3臺(tái)。需提供相應(yīng)證明文件。2013年1月1日至投標(biāo)截止日（以合同簽署日期為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有1臺(tái)水下DBB球閥（技術(shù)要求同時(shí)滿足API 6DSS、尺寸不小于2寸、壓力等級(jí)不低于900LB,應(yīng)用水深不小于10米的海洋水下環(huán)境的DBB球閥）的供貨業(yè)績(jī)。需提供相應(yīng)證明文件。
1) From January 1, 2013 to the deadline for submission of bids (Subject to the date of signing the contract).The manufacturer of the Bidder's product shall meet the requirements，the manufacturer shall have a record of supplying 2 subsea ball valves with a cumulative quantity of not less than 3 ball valves (each ball valve must conform to API 6DSS, be no less than 20 inches in size, and have a pressure rating of not less than 900LB，use for Marine underwater environments with water depths not less than 10 meters) . From January 1, 2013 to the deadline for submission of bids (Subject to the date of signing the contract).The manufacturer of the Bidder's product shall meet the requirements，the manufacturer shall have a record of supplying 1 DBB ball valves (The DBB ball valve must conform to API 6DSS, be no less than 2 inches in size, and have a pressure rating of not less than 900LB，use for Marine underwater environments with water depths not less than 10 meters）.
2）投標(biāo)人須提交有效的業(yè)績(jī)相關(guān)證明文件，包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收證明文件。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、供貨數(shù)量、買方名稱、球閥尺寸、壓力等級(jí)、應(yīng)用水深、設(shè)計(jì)標(biāo)準(zhǔn)及到貨驗(yàn)收證明文件。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、球閥尺寸、壓力等級(jí)、應(yīng)用水深、設(shè)計(jì)標(biāo)準(zhǔn)及到貨驗(yàn)收證明文件的，均視為無效業(yè)績(jī)。
2)The bidder shall submit valid performance related certificates, including but not limited to: 1) copy of sales contract (including relevant technical attachments) ，and 2) arrival and acceptance certificate. The performance certification certificates submitted by the bidder shall at least reflect the following contents: Contract signing time, name of manufacturer, name of goods, name of project, quantity of supply, name of buyer, ball valve size, pressure grade, application water depth, design standard and arrival acceptance certificate. If no performance certification documents are submitted, or the performance certification documents provided cannot reflect the contract signing time, manufacturer name, goods name, project name, ball valve size, pressure grade, application water depth, design standard and arrival acceptance certification documents, it shall be deemed as invalid performance
4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2023年4月25日開始至2023年5月5日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 投標(biāo)人須在線填寫 招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。對(duì)于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 25 April, 2023 to 5 May 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
