中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） 曹妃甸作業(yè)公司（以下稱為“招標(biāo)人”）委托，就曹妃甸12-1南油田擴(kuò)建項(xiàng)目項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited CFD Operating Company(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of CFD12-1S Oil Field Expansion by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：曹妃甸12-1南油田擴(kuò)建項(xiàng)目擬新建1座4腿無人井口平臺(tái)CFD12-1SWHPL，通過棧橋與CFD12-1SWHPF平臺(tái)連接。CFD12-1SWHPL上共設(shè)置10口井。設(shè)備設(shè)施主要包括原油系統(tǒng)、開排系統(tǒng)、化學(xué)藥劑系統(tǒng)、注水系統(tǒng)和閉排系統(tǒng)等。
Project Summary：The expansion project of Caofeidian 12-1 South Oilfield plans to build a new four-legged unmanned wellhead platform CFD12-1SWHPL, which will be connected to CFD12-1SWHPF platform through trestle. There are 10 Wells on CFD12-1SWHPL. Equipment and facilities mainly include crude oil system, drainage system, chemical system, water injection system and closed drainage system.

★ 投標(biāo)人所投標(biāo)注水泵橇應(yīng)為制造商的成熟產(chǎn)品，買方不接受新試制產(chǎn)品。
The skids of the marking pump submitted by the bidder shall be the mature products of the manufacturer. The buyer does not accept new trial products.
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
★ 投標(biāo)產(chǎn)品制造商需自2010年1月1日（以合同簽訂時(shí)間為準(zhǔn)至此次投標(biāo)截止日期）具有2臺(tái)套及以上的供貨業(yè)績(jī)(流量≥100m3/h，揚(yáng)程≥1400m，BB3泵型，介質(zhì)生產(chǎn)水)；
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：
a)銷售合同復(fù)印件（含相關(guān)技術(shù)附件）；
b)用戶簽字或蓋章的到貨驗(yàn)收證明材料。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、離心泵的主要參數(shù)（流量、揚(yáng)程、泵型、介質(zhì)）。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證以上內(nèi)容的，均視為無效業(yè)績(jī)。
The bidding products that meet the requirements of this project (Capacity≥100m3/h，Head≥1400m，BB3，Medium produced water) should have two or more sets of application performance on New oilfield project within ten years and have a good record of stable operation ;
The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance documents include, but are not limited to:
a) Copies of the sales contract (including relevant technical attachments);
b) Arrival acceptance certificate signed or sealed by the user.
The performance certification documents submitted by the bidder must at least reflect the following contents: name of goods, quantity of supply, and main parameters of horizontal electric submersible pump (capacity,head,pump type,medium). Failure to submit performance certification documents, or the provided performance certification documents cannot verify the above contents, shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from xx xx, 20xx to xx xx 20xx. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
