中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） 湛江 （以下稱為“招標(biāo)人”）委托，就烏石17-2/23-5油田群聯(lián)合開發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC CHINA LIMITED, ZHANJIANG BRANCH (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Wushi17-2/23-5 Oilfield Group Development Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：烏石17-2/23-5油田群位于南海北部灣盆地烏石凹陷的東部，距北部灣盆地目前在生產(chǎn)的潿洲油田群約80km，東距廣東省雷州半島烏石鎮(zhèn)烏石港約13~25km。烏石17-2/23-5油田群開發(fā)工程項(xiàng)目采用聯(lián)合開發(fā)方案，擬在海上新建2座八樁腿井口平臺(tái)（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿無人值守井口平臺(tái)（WS23-5 WHPA），在烏石鎮(zhèn)新建1座陸上終端，另外新建3條海底混輸管線、3條海底注水管線和3條海底復(fù)合電纜；3個(gè)平臺(tái)的平臺(tái)生產(chǎn)物流通過WS17-2 WHPA的海底混輸管線輸
Project Summary：The WuShi17-2/23-5 oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg Unattended wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求Requirements for Qualification and reference of Bidder
A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
B. If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.
C. 境內(nèi)投標(biāo)人須提供與其名稱一致的2019-2021或2020-2022年度經(jīng)審計(jì)的財(cái)務(wù)報(bào)表（其中包括審計(jì)報(bào)告、資產(chǎn)負(fù)債表、利潤(rùn)表及現(xiàn)金流量表）。 境外投標(biāo)人如沒有經(jīng)審計(jì)的財(cái)務(wù)報(bào)表，須提供與其名稱一致的、本公司蓋章或簽字認(rèn)可的2019-2021或2020-2022年度財(cái)務(wù)報(bào)表（其中包括資產(chǎn)負(fù)債表、利潤(rùn)表及現(xiàn)金流量表）。投標(biāo)人的成立時(shí)間少于規(guī)定年份的，應(yīng)提供成立以來的財(cái)務(wù)狀況表。 可以使用母公司的財(cái)務(wù)報(bào)表。所提交的財(cái)務(wù)報(bào)表最后一年資產(chǎn)總額少于投標(biāo)總金額或負(fù)債總額高于資產(chǎn)總額的投標(biāo)人的投標(biāo)將被拒絕。
The domestic bidders shall provide the audited financial statements (including the audit report, balance sheet, profit statement and cash flow statement) of the year 2019-2021 or 2020-2022, which are consistent with their name.
For foreign bidders, if no audited financial statements, the bidder shall provide annual financial statements of 2019-2021 or 2020-2022 (including balance sheet, income statement and cash flow statement), which are consistent with their name,with company’s seal or signature.
Bidder who established later than 2019 shall submit Financial Statements and Audit Reports from the year of its establishment.
Branch company is allowed to used its parent company’s financial statements.
Bidder who’s total assets showed on the last year of the submitted financial statements is less than its bid price or who’s total liability showed on the last year of the submitted financial statements is more than its total assets will be rejected.

A. 3C證書：對(duì)國(guó)家3C目錄內(nèi)的產(chǎn)品，制造商必須取得防爆電氣類產(chǎn)品強(qiáng)制性產(chǎn)品認(rèn)證（CCC認(rèn)證）證書，提供證書復(fù)印件，且證書在有效期內(nèi)。
A. Certificate of China Compulsory Certification（CCC certificate）: For the products in the national 3C catalogue, the manufacturer must obtain the mandatory product certification (CCC certification) certificate of the explosion-proof electric products, provide a copy of the certificate, and the certificate shall be within the validity period.
B. 防爆證書：投標(biāo)人提供的防爆電氣電子產(chǎn)品必須取得國(guó)家指定防爆檢驗(yàn)機(jī)構(gòu)頒發(fā)的防爆合格證書。
B. Explosion proof certificate (if required): The explosion proof electrical and electronic products provided by the bidder must obtain the explosion proof certificate issued by the national designated explosion-proof inspection institution.

2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投以下每個(gè)產(chǎn)品：多頻紅外火焰探測(cè)器、點(diǎn)式可燃?xì)怏w探測(cè)器、硫化氫探測(cè)器、氧氣探測(cè)器、氫氣探測(cè)器、感溫探測(cè)器、感煙探測(cè)器、手動(dòng)釋放按鈕、手動(dòng)抑制按鈕、釋放報(bào)警燈鈴、手動(dòng)火災(zāi)報(bào)警站、棄平臺(tái)按鈕、平臺(tái)狀態(tài)燈、六氟化硫探測(cè)器應(yīng)具有至少2個(gè)石油、石化新建項(xiàng)目上的供貨業(yè)績(jī)（要求是滿足本項(xiàng)目規(guī)格和材質(zhì)要求的同系列產(chǎn)品，不要求每種產(chǎn)品必須出現(xiàn)在同一個(gè)項(xiàng)目中，但每種產(chǎn)品在該產(chǎn)品對(duì)應(yīng)單個(gè)有效項(xiàng)目供貨業(yè)績(jī)中的數(shù)量不低于以下要求：多頻紅外火焰探測(cè)器30套、點(diǎn)式可燃?xì)怏w探測(cè)器40套、硫化氫探測(cè)器5套、氧氣探測(cè)器1套、氫氣探測(cè)器1套、感溫探測(cè)器20套、感煙探測(cè)器20套、防爆手動(dòng)釋放按鈕20套、防爆手動(dòng)抑制按鈕20套、防爆釋放報(bào)警燈鈴20套、防爆手動(dòng)火災(zāi)報(bào)警站15套、防爆棄平臺(tái)按鈕5套、防爆平臺(tái)狀態(tài)燈25套、六氟化硫探測(cè)器1套）。投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、貨物數(shù)量（每種產(chǎn)品在該產(chǎn)品對(duì)應(yīng)單個(gè)有效項(xiàng)目供貨業(yè)績(jī)中的數(shù)量不低于以下要求：多頻紅外火焰探測(cè)器30套、點(diǎn)式可燃?xì)怏w探測(cè)器40套、硫化氫探測(cè)器5套、氧氣探測(cè)器1套、氫氣探測(cè)器1套、感溫探測(cè)器20套、感煙探測(cè)器20套、防爆手動(dòng)釋放按鈕20套、防爆手動(dòng)抑制按鈕20套、防爆釋放報(bào)警燈鈴20套、防爆手動(dòng)火災(zāi)報(bào)警站15套、防爆棄平臺(tái)按鈕5套、防爆平臺(tái)狀態(tài)燈25套、六氟化硫探測(cè)器1套）、貨物規(guī)格材質(zhì)、項(xiàng)目名稱及到貨驗(yàn)收材料。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、貨物數(shù)量（每種產(chǎn)品在該產(chǎn)品對(duì)應(yīng)單個(gè)有效項(xiàng)目供貨業(yè)績(jī)中的數(shù)量不低于以下要求：多頻紅外火焰探測(cè)器30套、點(diǎn)式可燃?xì)怏w探測(cè)器40套、硫化氫探測(cè)器5套、氧氣探測(cè)器1套、氫氣探測(cè)器1套、感溫探測(cè)器20套、感煙探測(cè)器20套、防爆手動(dòng)釋放按鈕20套、防爆手動(dòng)抑制按鈕20套、防爆釋放報(bào)警燈鈴20套、防爆手動(dòng)火災(zāi)報(bào)警站15套、防爆棄平臺(tái)按鈕5套、防爆平臺(tái)狀態(tài)燈25套、六氟化硫探測(cè)器1套）、貨物規(guī)格材質(zhì)、項(xiàng)目名稱及到貨驗(yàn)收材料的，均視為無效業(yè)績(jī)。

Each product is not required to appear in the same project, but the quantity of each product in the delivery performance of a single effective project corresponding to the product shall not be less than the following requirements: 30 sets of Multi-frequency infrared flame detector , 40 sets of point-type combustible gas detector , 5 sets of hydrogen sulfide detector, 1 set of oxygen detector, 1 set of hydrogen detector, 20 sets of heat detector, 20 sets of smoke detector, 20 sets of Explosion-proof manual release button, 20 sets of Explosion-proof manual inhibit button, 20 sets of Explosion-proof release alarm strobe and bell, 15 sets of Explosion-proof manual fire station, 5 sets of Explosion-proof abandon platform station, 25 sets of Explosion-proof platform status lamps, 1 set of sulfur hexafluoride detector). The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials.
The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer name, goods name , goods quantity(the quantity of each product in the delivery performance of a single effective project corresponding to the product shall not be less than the following requirements: 30 sets of Multi-frequency infrared flame detector , 40 sets of point-type combustible gas detector , 5 sets of hydrogen sulfide detector, 1 set of oxygen detector, 1 set of hydrogen detector, 20 sets of heat detector, 20 sets of smoke detector, 20 sets of Explosion-proof manual release button, 20 sets of Explosion-proof manual inhibit button, 20 sets of Explosion-proof release alarm strobe and bell, 15 sets of Explosion-proof manual fire station, 5 sets of Explosion-proof abandon platform station, 25 sets of Explosion-proof platform status lamps, 1 set of sulfur hexafluoride detector),Goods specification and material,Project name and arrival acceptance materials.
No performance proof documents are submitted, or the performance proof documents provided cannot reflect the contract signing time, name of manufacturer, name of goods, quantity of goods (the quantity of each product in the delivery performance of a single effective project corresponding to the product shall not be less than the following requirements: 30 sets of Multi-frequency infrared flame detector , 40 sets of point-type combustible gas detector , 5 sets of hydrogen sulfide detector, 1 set of oxygen detector, 1 set of hydrogen detector, 20 sets of heat detector, 20 sets of smoke detector, 20 sets of Explosion-proof manual release button, 20 sets of Explosion-proof manual inhibit button, 20 sets of Explosion-proof release alarm strobe and bell, 15 sets of Explosion-proof manual fire station, 5 sets of Explosion-proof abandon platform station, 25 sets of Explosion-proof platform status lamps, 1 set of sulfur hexafluoride detector),Goods specification and material, project name and received acceptance materials shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Apr. 10, 2023 to Apr. 18 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online.
