中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） （以下稱為“招標(biāo)人”）委托，就渤中26-6油田開發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of BZ26-6 OIL FIELD DEVELOPMENT by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

渤中26-6油田開發(fā)項(xiàng)目（一期）是自營(yíng)油氣田開發(fā)項(xiàng)目。渤中26-6油田位于渤海中部海域。計(jì)劃新建1座中心平臺(tái)、1座井口平臺(tái)，新建2條平臺(tái)間混輸海底管道，新建1條平臺(tái)間高壓注氣海底管道，新建1條外輸干氣海底管道，新建2條平臺(tái)間海底電纜，依托平臺(tái)改造。
Project Summary：
Bozhong 26-6 Oilfield development project (Phase I) is a self-run oil and gas field development project. Bozhong 26-6 oilfield is located in the central Bohai Sea. It is planned to build 1 central platform, 1 wellhead platform, 2 interplatform mixed transport submarine pipelines, 1 interplatform high pressure gas injection submarine pipeline, 1 interplatform dry gas pipeline, and 2 interplatform submarine cables to rely on the platform transformation.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．（不接受代理）
投標(biāo)人應(yīng)為天然氣離心壓縮機(jī)的制造商或離心壓縮機(jī)制造商授權(quán)的成橇商。本次招標(biāo)不接受代理商投標(biāo)。
1）投標(biāo)人以自己制造的壓縮機(jī)參與投標(biāo)的，不能再將此壓縮機(jī)同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。
2）投標(biāo)人作為成撬商投標(biāo)的，應(yīng)得到壓縮機(jī)制造商的同意以及證明其在本次投標(biāo)中唯一正式授權(quán)書。
3）投標(biāo)人將被授權(quán)的壓縮機(jī)再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。
The bidder of The Wet Gas Compressor SKIDS should be the manufacturer of gas centrifugal compressor or gas centrifugal compressor skids. Bid by Agent is not accepted.
1)If the bidder participates in the bidding with its own compressor, it cannot authorize the compressor to other bidders at the same time, and all relevant bids will be rejected.
2)If the bidder submits a bid as a skid supplier, it shall obtain the consent of the compressor manufacturer and the only formal authorization to prove that it is in this bid.
3)The bidder will authorize the authorized compressor to other bidders to participate in the bidding at the same time, and all relevant bids will be rejected.

（3）業(yè)績(jī)要求Requirement for Bidder's reference:
1)中壓天然氣壓縮機(jī)橇需按照《海上固定平臺(tái)安全規(guī)則》的要求進(jìn)行設(shè)計(jì)、制造、認(rèn)證和檢驗(yàn)。投標(biāo)人應(yīng)委托海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級(jí)社（ABS, DNV,CCS，BV）對(duì)天然氣壓縮機(jī)組整體進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書。
The WET GAS COMPRESSOR SKIDS shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Gas Compressor Skid from one of the certifying agencies authorized by COOOSO, which are ABS, DNV,CCS，BV.
2）投標(biāo)人的中壓天然氣壓縮機(jī)需滿足（2013年1月1日至此次投標(biāo)截止日期，以合同簽訂時(shí)間為準(zhǔn)）至少有一套電機(jī)驅(qū)動(dòng)的天然氣離心壓縮機(jī)的供貨業(yè)績(jī)（流量≥2760000 Sm3/d；出口壓力≥10000kPaG,介質(zhì)為：天然氣），并提供相關(guān)業(yè)績(jī)證明。
The bidder's medium-pressure natural gas compressor shall meet the supply performance of at least one sets of motor-driven natural gas centrifugal compressors (from January 1, 2013 to the bidding deadline, subject to the contract signing time) (at least one unit in the performance shall meet the requirements of this project, Displacement ≥2760000 Sm3/d； outlet pressure ≥10000kPaG；Medium for：Natural gas), and provide relevant performance proof.
3）投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：
a)、銷售合同復(fù)印件（含封面、簽字頁(yè)和相關(guān)技術(shù)附件）；
b)、用戶簽字或蓋章的到貨驗(yàn)收證明材料或調(diào)試報(bào)告。
The bidder shall submit the performance form in the prescribed format, and submit the relevant performance certification documents. Performance documents include, but are not limited to:
a) Copies of the sales contract (including cover, signature page and relevant technical attachments);
b) Arrival acceptance certificate or debugging report signed or sealed by the user.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 7 April, 2023 to 14 April 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
