中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） 湛江 （以下稱為“招標(biāo)人”）委托，就烏石17-2/23-5油田群聯(lián)合開(kāi)發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC CHINA LIMITED, ZHANJIANG BRANCH (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Wushi17-2/23-5 Oilfield Group Development Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
項(xiàng)目概況：烏石17-2/23-5油田群位于南海北部灣盆地烏石凹陷的東部，距北部灣盆地目前在生產(chǎn)的潿洲油田群約80km，東距廣東省雷州半島烏石鎮(zhèn)烏石港約13~25km。烏石17-2/23-5油田群開(kāi)發(fā)工程項(xiàng)目采用聯(lián)合開(kāi)發(fā)方案，擬在海上新建2座八樁腿井口平臺(tái)（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿無(wú)人值守井口平臺(tái)（WS23-5 WHPA），在烏石鎮(zhèn)新建1座陸上終端，另外新建3條海底混輸管線、3條海底注水管線和3條海底復(fù)合電纜；3個(gè)平臺(tái)的平臺(tái)生產(chǎn)物流通過(guò)WS17-2 WHPA的海底混輸管線輸
Project Summary：The WuShi17-2/23-5 oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg Unattended wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

主要技術(shù)規(guī)格：防爆等級(jí)：Exd IIB T4；防護(hù)等級(jí)：IP 56；輸出：4~20mA；電壓：24VDC；投標(biāo)人應(yīng)委托船級(jí)社（ABS,DNV,CCS，BV其中之一）對(duì)安全閥進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書(shū)。

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書(shū)。
B. If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.
C. 境內(nèi)投標(biāo)人須提供與其名稱一致的2019-2021或2020-2022年度經(jīng)審計(jì)的財(cái)務(wù)報(bào)表（其中包括審計(jì)報(bào)告、資產(chǎn)負(fù)債表、利潤(rùn)表及現(xiàn)金流量表）。 境外投標(biāo)人如沒(méi)有經(jīng)審計(jì)的財(cái)務(wù)報(bào)表，須提供與其名稱一致的、本公司蓋章或簽字認(rèn)可的2019-2021或2020-2022年度財(cái)務(wù)報(bào)表（其中包括資產(chǎn)負(fù)債表、利潤(rùn)表及現(xiàn)金流量表）。投標(biāo)人的成立時(shí)間少于規(guī)定年份的，應(yīng)提供成立以來(lái)的財(cái)務(wù)狀況表。 可以使用母公司的財(cái)務(wù)報(bào)表。所提交的財(cái)務(wù)報(bào)表最后一年資產(chǎn)總額少于投標(biāo)總金額或負(fù)債總額高于資產(chǎn)總額的投標(biāo)人的投標(biāo)將被拒絕。
The domestic bidders shall provide the audited financial statements (including the audit report, balance sheet, profit statement and cash flow statement) of the year 2019-2021 or 2020-2022, which are consistent with their name.
For foreign bidders, if no audited financial statements, the bidder shall provide annual financial statements of 2019-2021 or 2020-2022 (including balance sheet, income statement and cash flow statement), which are consistent with their name,with company’s seal or signature.
Bidder who established later than 2019 shall submit Financial Statements and Audit Reports from the year of its establishment.
Branch company is allowed to used its parent company’s financial statements.
Bidder who’s total assets showed on the last year of the submitted financial statements is less than its bid price or who’s total liability showed on the last year of the submitted financial statements is more than its total assets will be rejected.

Requirements of Qualification of Bidder and Certificate
A. 3C證書(shū)：對(duì)國(guó)家3C目錄內(nèi)的產(chǎn)品，制造商必須取得防爆電氣類產(chǎn)品強(qiáng)制性產(chǎn)品認(rèn)證（CCC認(rèn)證）證書(shū)，提供證書(shū)復(fù)印件，且證書(shū)在有效期內(nèi)。
A. Certificate of China Compulsory Certification（CCC certificate）: For the products in the national 3C catalogue, the manufacturer must obtain the mandatory product certification (CCC certification) certificate of the explosion-proof electric products, provide a copy of the certificate, and the certificate shall be within the validity period.
B. 防爆證書(shū)：投標(biāo)人提供的防爆電氣電子產(chǎn)品必須取得國(guó)家指定防爆檢驗(yàn)機(jī)構(gòu)頒發(fā)的防爆合格證書(shū)。
B. Explosion proof certificate: The explosion proof electrical and electronic products provided by the bidder must obtain the explosion proof certificate issued by the national designated explosion-proof inspection institution.
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投以下每一類產(chǎn)品都應(yīng)具有2個(gè)應(yīng)用于石油化工項(xiàng)目的供貨業(yè)績(jī)（同品牌同系列產(chǎn)品）：氣動(dòng)控制閥，電液控制閥，自力式調(diào)節(jié)閥，安全閥，爆破片，節(jié)流閥，電動(dòng)節(jié)流閥。投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、用戶名稱、到貨驗(yàn)收材料。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱,用戶名稱、及到貨驗(yàn)收材料的，均視為無(wú)效業(yè)績(jī)。
From January 1, 2014 to the bidding deadline (subject to the signing date of the contract), the following each of products submitted by the bidder should have the supply performance of two projects applied to petrochemical industry（The same brand and the same series of products）:pneumatic control valve,electric control valve,Pressure Self-Contained Regulator, Pressure Relief Valve,Rupture Disc ,Choke Valve and electric Choke Valve. The bidder shall submit performance form in the specified format and relevant performance certification documents. Performance certification documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) materials for arrival acceptance. The bidder shall submit performance form in the specified format and relevant performance certification documents and mark the corresponding contents,Performance certification documents include: contract signing time, manufacturer name, goods name, project name,client name, arrival acceptance materials. Failure to submit performance certification documents, or the performance certification documents provided cannot reflect the contract signing time, manufacturer name, goods name, project name,client name, and arrival acceptance materials, shall be deemed as invalid performance.
