中化建國際 （以下稱為“招標代理機構(gòu)”）受中海石油（中國） （以下稱為“招標人”）委托，就東方29-1氣田開發(fā)工程項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of _DF29-1 Platform_by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.  招標內(nèi)容：Bidding Contents:

貨物

Name of Goods: Gas Micro-turbine Generator Skid

數(shù)量：3套

Quantity: 3 sets

主要技術(shù)規(guī)格：

(1) 滿足在45℃,海平面高度24.8m,相對濕度40.9~100%的現(xiàn)場環(huán)境下單臺凈輸出電功率不低于35kWe。

(2) 額定電壓、頻率、相數(shù)：400VAC、50Hz、3Ph。

(3) 供應(yīng)商應(yīng)依據(jù)負荷計算書（BD-CAL-WHPA-EL-1001）中的電網(wǎng)數(shù)據(jù)進行計算，在系統(tǒng)中最大電機(3.8kW、啟動電流58A))的啟動過程中，系統(tǒng)暫態(tài)電壓波動不可超過限值(+/- 20%的額定電壓)。

(4) 在所有負荷(53kW, 33kVar)穩(wěn)態(tài)均運行時，系統(tǒng)穩(wěn)態(tài)電壓波動不能超過限值(+/- 6%的額定電壓)。

(5) 供貨商應(yīng)承諾自費委托國家應(yīng)急管理部海洋石油安全生產(chǎn)監(jiān)督管理辦公室（COOOSO）認可的認證機構(gòu)（ABS/DNV/BV/CCS)之一對微型燃氣渦輪發(fā)電機組檢驗并獲得檢驗證書。（檢驗證書可以在交貨階段提供）

Main Technical Specifications:

1)lThe net output power shall be no less than 35kWe at 45℃, EL+24.8m and 40.9-100% relative humidity.

2)The rate voltage, frequency and phase: 400VAC、50Hz、3Ph.

3)？The supplier shall calculate according to the grid value in the load calculation (BD-CAL-WHPA-EL-1001). During the startup of the largest moto（3.8kW, starting current 58A） in the system, the transient voltage fluctuation of the system shall not exceed the limit value (+/- 20% of the rated voltage)..

4)After all the loads (53kW, 33kVar) are running in steady state, the steady-state voltage fluctuation of the system shall not exceed the limit value (+/ -6% rated voltage).

5)The VENDOR shall  promise at his own cost arrange inspection and obtain final certificate of the gas Micro-turbine generator sets from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV and CCS.(The inspection certificate can be provided at the delivery stage).

3. 對投標人的資格和業(yè)績要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求 

Requirements for Qualification of Bidder

A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認證。投標人須提供制造商有效的質(zhì)量體系認證證書；

B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.

C．接受代理

國內(nèi)產(chǎn)品不允許代理商投標，境外產(chǎn)品接受代理商投標。境外產(chǎn)品使用代理商投標時，投標人應(yīng)得到本次投標所投產(chǎn)品境外制造商的同意，并提供該產(chǎn)品的合法唯一代理授權(quán)書。

C. Agent’s bid is acceptable.

Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.(see Form-IV-9-4 in Volume One).

（2）業(yè)績要求Requirement for Bidder's reference:

a) 2013年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品的制造商應(yīng)具有2個項目（每個項目不少于或等于2臺套）的供貨業(yè)績，且均滿足ISO工況額定輸出有功功率不小于65kW,額定電壓400V，頻率50Hz的三相交流電技術(shù)要求。

2）投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、ISO工況額定輸出有功功率不小于65kW,額定電壓400V，頻率50Hz的三相交流電技術(shù)要求及到貨驗收材料。

3）未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、ISO工況額定輸出有功功率不小于65kW,額定電壓400V，頻率50Hz的三相交流電技術(shù)要求及到貨驗收材料的，均視為無效業(yè)績。

a)？From January 1, 2013 to the bid deadline (subject to the contract signing time), the manufacturer of the products submitted by the bidder shall have the supply performance of 2 projects (no less than 2 sets or equal to 2 sets for each project), and all of them shall meet the rated output active power of ISO working condition no less than 65kW, and the Rated voltage 400V. Frequency 50Hz three-phase AC technical requirements.

b)  The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder shall at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, rated output active power under ISO condition no less than 65kW, Rated voltage 400V, frequency 50Hz three-phase AC technical requirements and arrival acceptance materials.

c) If no performance certification documents are submitted, or the performance certification documents provided cannot reflect the signing time of the contract, the name of the manufacturer, the name of the goods, the name of the project, the rated output active power under ISO condition is not less than 65kW, the Rated voltage 400V, the frequency 50Hz three-phase AC technical requirements and the arrival acceptance materials, the performance shall be deemed invalid.

4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年3月16日開始至2023年3月23日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Mar.16 2023 to Mar.23 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
