中化建國際 （以下稱為“招標代理機構”）受中海石油寧波大榭石化 （以下稱為“招標人”）委托，就大榭石化餾分油五期項目45萬噸/年聚丙烯裝置2臺螺旋混合輸送器進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Two Sets of Screw Mixing Conveyors of 450 Kta Polypropylene Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件

項目概況：中海石油寧波大榭石化 煉化一體化項目，擬在擴大企業(yè)規(guī)模的同時，進一步完善輔助設施，實現(xiàn)產(chǎn)品結構調整和優(yōu)化升級，以提升企業(yè)的整體競爭能力。項目實施后，大榭石化原油一次加工能力為1400萬噸/年，綜合配套能力為1200萬噸/年。 該項目總投資約1626109萬元，其中建設投資約1484420萬元，新購置周邊土地資源面積約149.43公頃，本項目新建600萬噸/常減壓蒸餾、60萬噸/年航煤加氫、150萬噸/年加氫裂化、220萬噸/年蠟油加氫處理、320萬噸/年催化裂解（含產(chǎn)品精制和煙氣脫硫）、70萬噸/年裂解柴油加氫、100萬噸/年裂解石腦油加氫、80萬噸/年芳烴抽提、150萬噸/年連續(xù)重整裝置、100萬噸/年抽提、15萬標立/時PSA氫氣提純、15萬噸/年硫酸、45萬噸/年聚丙烯等13套工藝裝置，以及相配套的總圖、儲運、公用工程及輔助生產(chǎn)設施套完善等。
Project Summary：The Refinery And Chemical Integration project of CNOOC Ningbo Daxie Petrochemical Co., Ltd. plans to further improve auxiliary facilities and realize product structure adjustment and optimization and upgrading while expanding the scale of the company, so as to enhance the overall competitiveness of the company. After the implementation of the project, the primary crude oil processing capacity of Daxie Petrochemical will be 14 million tons/year, and the comprehensive supporting capacity will be 12 million tons/year. The total investment of the project is about 1,626,109 million yuan, among which the construction investment is about 1,844,420 million yuan. The newly purchased surrounding land resources area is about 149.43 hectares. The project newly built 13 sets of process equipment, including 600 Kta Atmospheric And vacuum Distillation, 60 Kta/year Jet Coal Hydrogenation, 150 Kta /year Hydrocracking, 220 Kta/year Wax Oil Hydrogenation, 320 Kta/year Catalytic Cracking (including product refining and flue gas desulfurization), 70 Kta/year Cracked Diesel Oil Hydrogenation, 100 Kta/year Cracked Naphtha Hydrogenation, 80 Ktayear Aromatics Extraction, 150 Kta/year Continuous reforming device, 100 Kta/year Extraction, 15 Kta bid/hour PSA Hydrogen Purification, 15 Kta/year Sulfuric Acid, 45 Kta/year Polypropylene, and supporting general drawing, storage and transportation, public works and auxiliary production facilities, etc.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A. 如果投標人為境內注冊公司，投標人具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）;如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
A. If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B. 投標人所投產(chǎn)品的制造商須同時具備有效的GB/T19001（ISO9001）質量體系認證證書、GB/T24001（ISO14001）環(huán)境管理體系認證證書、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認證證書，如果有國家相關部門發(fā)布的最新體系標準，以最新體系標準為準；投標時須提供證書復印件。
B. The manufacturer of the bid product shall also have valid GB/T19001 (ISO9001) Quality System Certification, GB/T24001 (ISO14001) Environmental Management System Certification, GB/T28001(OHSAS18001) or GB/T45001 (ISO45001) Occupational Health Management System Certification Certificate, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.Copy of these certificates must be provided when bidding.
C. 投標人可為投標設備的制造商或代理商。若投標人為代理商，投標人應得到本次投標所投產(chǎn)品的制造商同意其為本次投標提供該產(chǎn)品的合法正式授權書。
C. Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

2012年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品的制造商在中國境內石油化工類項目中應具有至少2臺螺旋混合輸送器供貨業(yè)績，且均滿足裝置為聚丙烯裝置、最大流量不小于70000（kg/h)的技術要求。
From January 1, 2012 to the bid deadline date (subject to the contract signing time), the manufacturer of the products submitted by the bidder shall have the supply performance of at least 2 sets of Spiral Mixing Conveyor in Chinese petrochemical projects , and both of them meet the technical requirements that the device is polypropylene device and the maximum flow rate is not less than 70000 (kg/h).
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內容：合同簽署時間、制造商名稱、項目名稱、裝置名稱、貨物名稱、貨物數(shù)量和流量的技術要求及到貨驗收材料。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、項目名稱、裝置名稱、貨物名稱、貨物數(shù)量和流量的技術要求及到貨驗收材料，均視為無效業(yè)績。
The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: Contract Signing Time, Manufacturer Name, Project Name, Device Name, Goods Name, Goods Quantity technical requirements of Flow Rate and arrival acceptance materials.
Failure to submit performance certification documents, or the provided performance certification documents cannot reflect The Contract Signing Time, Manufacturer Name, Project Name, Device Name, Goods Name, Goods Quantity technical requirements of Flow Rate and arrival acceptance materials, shall be deemed as invalid performance.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年03月16日開始至2023年03月23日止，請登錄中國海油采辦業(yè)務管理與交易系統(tǒng) on the page of Invitation for bid for purchasing Bidding document from Mar.16, 2023 to Mar.23,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
