中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國） （以下稱為“招標(biāo)人”）委托，就烏石17-2/23-5油田群聯(lián)合開發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Wushi17-2/23-5 Oilfield Group Development by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標(biāo)條件
Bidding Conditions：
項(xiàng)目概況：烏石17-2/23-5油田群位于南海北部灣盆地烏石凹陷的東部，距北部灣盆地目前在生產(chǎn)的潿洲油田群約80km，東距廣東省雷州半島烏石鎮(zhèn)烏石港約13~25km。烏石17-2/23-5油田群開發(fā)工程項(xiàng)目采用聯(lián)合開發(fā)方案，擬在海上新建2座八樁腿井口平臺(tái)（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿無人值守井口平臺(tái)（WS23-5 WHPA），在烏石鎮(zhèn)新建1座陸上終端，另外新建3條海底混輸管線、3條海底注水管線和3條海底復(fù)合電纜；3個(gè)平臺(tái)的平臺(tái)生產(chǎn)物流通過WS17-2 WHPA的海底混輸管線輸
Project Summary：The WuShi17-2/23-5 oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg Unattended wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

3. 對(duì)投標(biāo)人的資格和業(yè)績要求：

（1）資格要求

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物（每一項(xiàng)散裝儀表）制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods（each bulk instrument） to provide the goods for this bidding.

（2）資質(zhì)要求及證明文件
Requirements of Qualification of Bidder and Certificate
A. 3C證書：對(duì)國家3C目錄內(nèi)的產(chǎn)品，制造商必須取得防爆電氣類產(chǎn)品強(qiáng)制性產(chǎn)品認(rèn)證（CCC認(rèn)證）證書，提供證書復(fù)印件，且證書在有效期內(nèi)。
Certificate of China Compulsory Certification（CCC certificate）: For the products in the national 3C catalogue, the manufacturer promise to obtain the mandatory product certification (CCC certification), provide a copy of the certificate, and the certificate shall be within the validity period.
B. 防爆證書：投標(biāo)人所提供的防爆電氣電子產(chǎn)品必須取得國家指定防爆檢驗(yàn)機(jī)構(gòu)頒發(fā)的防爆合格證書，提供證書復(fù)印件，且證書在有效期內(nèi)。
Explosion proof certificate (if required): The bidder promise to obtain the explosion proof certificate issued by the national designated explosion-proof inspection institution for the explosion proof electrical and electronic products.
（3）業(yè)績要求Requirement for Bidder's reference:
2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投以下產(chǎn)品應(yīng)具有2個(gè)應(yīng)用于石油化工項(xiàng)目的供貨業(yè)績（同系列產(chǎn)品）：無線壓力變送器、無線溫度變送器、過球指示變送器、干簧管液位變送器、轉(zhuǎn)子流量計(jì)、電磁流量計(jì)、旋進(jìn)旋渦流量計(jì)、水中含油分析儀、油中含水分析儀、COD分析儀。對(duì)于電磁流量計(jì)，每個(gè)業(yè)績當(dāng)中須包含不少于10個(gè)ANSI 1500LB的產(chǎn)品，對(duì)于轉(zhuǎn)子流量計(jì)，每個(gè)業(yè)績當(dāng)中須包含不少于10個(gè)ANSI 1500LB的產(chǎn)品。投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容并用紅圈標(biāo)出對(duì)應(yīng)的每一項(xiàng)內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、型號(hào)、項(xiàng)目名稱、到貨驗(yàn)收材料、電磁流量計(jì)與轉(zhuǎn)子流量計(jì)的壓力等級(jí)。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、型號(hào)、項(xiàng)目名稱、到貨驗(yàn)收材料、電磁流量計(jì)與轉(zhuǎn)子流量計(jì)的壓力等級(jí)的，均視為無效業(yè)績。
From January 1, 2014 to the bidding deadline (subject to the signing date of the contract), the following products submitted by the bidder should have the supply performance of two projects applied to petrochemical industry（The same series of products）: wireless pressure transmitter, wireless temperature transmitter, pig passage transmitter, reed switch chain level transmitter,rotameter, electromagnetic flowmeter, swirl flowmeter, oil in water analyzer, water in oil analyzer, COD analyzer. For electromagnetic flowmeter, each performance must include not less than 10 10 ANSI 1500LB products, and for rotameter, each performance must include not less than 10 ANSI 1500LB products.The bidder shall submit performance form in the specified format and relevant performance certification documents and mark the corresponding contents with red circles. Performance certification documents include: 1) copies of sales contracts (including relevant technical attachments) and 2) materials for arrival acceptance. The performance certification documents submitted by the Tenderer must at least reflect the following contents: contract signing time, manufacturer name, goods name,model,project name,arrival acceptance materials,pressure rating of electromagnetic flowmeter and rotameter. Failure to submit performance certification documents, or the performance certification documents provided cannot reflect the contract signing time, manufacturer name, goods name, model,project name, arrival acceptance materials,pressure rating of electromagnetic flowmeter and rotameter,shall be deemed as invalid performance.The corresponding equipment must be marked in red circle in the performance contract.
