中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化 （以下稱為“招標(biāo)人”）委托，就大榭石化餾分油五期項(xiàng)目45萬噸/年聚丙烯裝置2臺(tái)螺旋混合輸送器進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Two Sets of Screw Mixing Conveyors of 450 Kta Polypropylene Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：中海石油寧波大榭石化 煉化一體化項(xiàng)目，擬在擴(kuò)大企業(yè)規(guī)模的同時(shí)，進(jìn)一步完善輔助設(shè)施，實(shí)現(xiàn)產(chǎn)品結(jié)構(gòu)調(diào)整和優(yōu)化升級(jí)，以提升企業(yè)的整體競(jìng)爭(zhēng)能力。項(xiàng)目實(shí)施后，大榭石化原油一次加工能力為1400萬噸/年，綜合配套能力為1200萬噸/年。 該項(xiàng)目總投資約1626109萬元，其中建設(shè)投資約1484420萬元，新購置周邊土地資源面積約149.43公頃，本項(xiàng)目新建600萬噸/常減壓蒸餾、60萬噸/年航煤加氫、150萬噸/年加氫裂化、220萬噸/年蠟油加氫處理、320萬噸/年催化裂解（含產(chǎn)品精制和煙氣脫硫）、70萬噸/年裂解柴油加氫、100萬噸/年裂解石腦油加氫、80萬噸/年芳烴抽提、150萬噸/年連續(xù)重整裝置、100萬噸/年抽提、15萬標(biāo)立/時(shí)PSA氫氣提純、15萬噸/年硫酸、45萬噸/年聚丙烯等13套工藝裝置，以及相配套的總圖、儲(chǔ)運(yùn)、公用工程及輔助生產(chǎn)設(shè)施套完善等。
Project Summary：The Refinery And Chemical Integration project of CNOOC Ningbo Daxie Petrochemical Co., Ltd. plans to further improve auxiliary facilities and realize product structure adjustment and optimization and upgrading while expanding the scale of the company, so as to enhance the overall competitiveness of the company. After the implementation of the project, the primary crude oil processing capacity of Daxie Petrochemical will be 14 million tons/year, and the comprehensive supporting capacity will be 12 million tons/year. The total investment of the project is about 1,626,109 million yuan, among which the construction investment is about 1,844,420 million yuan. The newly purchased surrounding land resources area is about 149.43 hectares. The project newly built 13 sets of process equipment, including 600 Kta Atmospheric And vacuum Distillation, 60 Kta/year Jet Coal Hydrogenation, 150 Kta /year Hydrocracking, 220 Kta/year Wax Oil Hydrogenation, 320 Kta/year Catalytic Cracking (including product refining and flue gas desulfurization), 70 Kta/year Cracked Diesel Oil Hydrogenation, 100 Kta/year Cracked Naphtha Hydrogenation, 80 Ktayear Aromatics Extraction, 150 Kta/year Continuous reforming device, 100 Kta/year Extraction, 15 Kta bid/hour PSA Hydrogen Purification, 15 Kta/year Sulfuric Acid, 45 Kta/year Polypropylene, and supporting general drawing, storage and transportation, public works and auxiliary production facilities, etc.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

A. 如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）;如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明
A. If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B. 投標(biāo)人所投產(chǎn)品的制造商須同時(shí)具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書、GB/T24001（ISO14001）環(huán)境管理體系認(rèn)證證書、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認(rèn)證證書，如果有國(guó)家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)；投標(biāo)時(shí)須提供證書復(fù)印件。

The manufacturer of the bid product shall also have valid GB/T19001 (ISO9001) Quality System Certification, GB/T24001 (ISO14001) Environmental Management System Certification, GB/T28001(OHSAS18001) or GB/T45001 (ISO45001) Occupational Health Management System Certification Certificate, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.Copy of these certificates must be provided when bidding.

C. Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

Requirement for Bidder's reference:
2012年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商在中國(guó)境內(nèi)石油化工類項(xiàng)目中應(yīng)具有至少2臺(tái)螺旋混合輸送器供貨業(yè)績(jī)，且均滿足裝置為聚丙烯裝置、流量不小于70000（kg/h)的技術(shù)要求。
From January 1, 2012 to the bid deadline date (subject to the contract signing time), the manufacturer of the products submitted by the bidder shall have the supply performance of Spiral Mixing Conveyor for at least 2 Polyolefin Projects, and all of them meet the technical requirements of processing capacity not less than 70,000 (kg/h).
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、項(xiàng)目名稱、裝置名稱、貨物名稱、貨物數(shù)量和流量的技術(shù)要求及到貨驗(yàn)收材料。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、項(xiàng)目名稱、裝置名稱、貨物名稱、貨物數(shù)量和流量的技術(shù)要求及到貨驗(yàn)收材料，均視為無效業(yè)績(jī)。
The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: Contract Signing Time, Manufacturer Name, Project Name, Device Name, Goods Name, Goods Quantity technical requirements of Flow Rate and arrival acceptance materials.
Failure to submit performance certification documents, or the provided performance certification documents cannot reflect The Contract Signing Time, Manufacturer Name, Project Name, Device Name, Goods Name, Goods Quantity technical requirements of Flow Rate and arrival acceptance materials, shall be deemed as invalid performance.
4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2023年02月27日開始至2023年03月6日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng) on the page of Invitation for bid for purchasing Bidding document from Feb.27, 2023 to Mar.6,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
