中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） （以下稱為“招標(biāo)人”）委托，就曹妃甸12-1南油田擴(kuò)建項(xiàng)目項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of CFD12-1S Oil Field Expansion by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：曹妃甸12-1南油田擴(kuò)建項(xiàng)目擬新建1座4腿無(wú)人井口平臺(tái)CFD12-1SWHPL，通過(guò)棧橋與CFD12-1SWHPF平臺(tái)連接。CFD12-1SWHPL上共設(shè)置10口井。設(shè)備設(shè)施主要包括原油系統(tǒng)、開(kāi)排系統(tǒng)、化學(xué)藥劑系統(tǒng)、注水系統(tǒng)和閉排系統(tǒng)等。
Project Summary：The expansion project of Caofeidian 12-1 South Oilfield plans to build a new four-legged unmanned wellhead platform CFD12-1SWHPL, which will be connected to CFD12-1SWHPF platform through trestle. There are 10 Wells on CFD12-1SWHPL. Equipment and facilities mainly include crude oil system, drainage system, chemical system, water injection system and closed drainage system.

★ 注水泵橇需按照《海上固定平臺(tái)安全規(guī)則》的要求進(jìn)行設(shè)計(jì)、制造、認(rèn)證和檢驗(yàn)。投標(biāo)人應(yīng)承諾委托國(guó)家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級(jí)社（ABS，DNV，CCS，BV）對(duì)注水泵設(shè)備整體進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書(shū)，隨完工文件一并提交。
The Water Injection Pump Skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of Water Injection Pump Skid from one of the certifying agencies authorized by COOOSO, which are ABS,, DNV,CCS, BV, Submit with the as-built document.
★ 投標(biāo)人所投標(biāo)注水泵（水平電潛泵）橇應(yīng)為制造商的成熟產(chǎn)品，買方不接受新試制產(chǎn)品。。
The skids of the marking pump (submersible pump) submitted by the bidder shall be the mature products of the manufacturer. The buyer does not accept new trial products.
★ 業(yè)績(jī)證明文件包括但不限于：
a)銷售合同復(fù)印件（含相關(guān)技術(shù)附件）；
b)用戶簽字或蓋章的到貨驗(yàn)收證明材料。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、水平電潛泵的主要參數(shù)（泵型、介質(zhì)）。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證以上內(nèi)容的，均視為無(wú)效業(yè)績(jī)。
After January 1, 2010 (based on the contract signing time to the bidding deadline), the bidder shall have two or more sets of oilfield new projects completed delivery performance (pump type: horizontal electric submersible pump, medium: production water);
The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance documents include, but are not limited to:
a) Copies of the sales contract (including relevant technical attachments);
b) Arrival acceptance certificate signed or sealed by the user.
The performance certification documents submitted by the bidder must at least reflect the following contents: name of goods, quantity of supply, and main parameters of horizontal electric submersible pump (pump type, medium). Failure to submit performance certification documents, or the provided performance certification documents cannot verify the above contents, shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Feb,21th 2023 to Feb,28th 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
