中化建國際 （以下稱為“招標(biāo)代理機構(gòu)”）受中海石油（中國） （以下稱為“招標(biāo)人”）委托，就渤中26-6油田開發(fā)項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of BZ26-6 OIL FIELD DEVELOPMENTby Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

渤中26-6油田開發(fā)項目（一期）是自營油氣田開發(fā)項目。渤中26-6油田位于渤海中部海域。計劃新建1座中心平臺、1座井口平臺，新建2條平臺間混輸海底管道，新建1條平臺間高壓注氣海底管道，新建1條外輸干氣海底管道，新建2條平臺間海底電纜，依托平臺改造。
Project Summary：
Bozhong 26-6 Oilfield development project (Phase I) is a self-run oil and gas field development project. Bozhong 26-6 oilfield is located in the central Bohai Sea. It is planned to build 1 central platform, 1 wellhead platform, 2 interplatform mixed transport submarine pipelines, 1 interplatform high pressure gas injection submarine pipeline, 1 interplatform dry gas pipeline, and 2 interplatform submarine cables to rely on the platform transformation.

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．投標(biāo)人應(yīng)為天然氣離心壓縮機的制造商或離心壓縮機制造商授權(quán)的成橇商。
本次招標(biāo)不接受代理商投標(biāo)。

1)中壓天然氣壓縮機橇需按照《海上固定平臺安全規(guī)則》的要求進行設(shè)計、制造、認證和檢驗。投標(biāo)人應(yīng)委托海洋石油作業(yè)安全辦公室（COOOSO）認可的船級社（ABS, DNV,CCS，BV）對天然氣壓縮機組整體進行檢驗并獲得檢驗證書。
The WET GAS COMPRESSOR SKIDS shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Gas Compressor Skid from one of the certifying agencies authorized by COOOSO, which are ABS, DNV,CCS，BV.
2）投標(biāo)人應(yīng)為天然氣離心壓縮機的制造商或離心壓縮機制造商授權(quán)的成橇商。投標(biāo)人所投天然氣離心壓縮機品牌具有自2015年1月1日至開標(biāo)日（合同簽訂日期）至少有一套電機驅(qū)動的產(chǎn)品在海上平臺或FPSO的供貨業(yè)績，并提供相關(guān)業(yè)績證明。相應(yīng)業(yè)績證明文件要求詳見下述業(yè)績要求①和②。①銷售合同復(fù)印件（含合同封面和簽字頁，以及相關(guān)的技術(shù)附件）；②用戶簽字的成功運行證明文件或用戶簽發(fā)的臨時接受證書或有第三方船級社簽字的調(diào)試記錄報告。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、使用環(huán)境、技術(shù)參數(shù)/指標(biāo)、成功運行時間。如投標(biāo)人提供調(diào)試報告，則以明確標(biāo)明的成功運行開始時間或以調(diào)試報告簽署時間為準(zhǔn)。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證以上內(nèi)容的，均視為無效業(yè)績。賣方須向買方提供新的未使用過設(shè)備，新試制產(chǎn)品不予接受。為核實投標(biāo)人業(yè)績，在授予合同前招標(biāo)人有權(quán)要求投標(biāo)人進一步提供相關(guān)證明資料，包括但不限于第三方船級社出具證書、發(fā)票、銀行進賬單/流水單、進出口報關(guān)單據(jù)等。投標(biāo)人無法提供相關(guān)材料的，將視為無效業(yè)績。
The bidder of The Wet Gas Compressor SKIDS should be the manufacturer of gas centrifugal compressor or gas centrifugal compressor skids, and since January 1, 2015（date of contract） to the date of bid opening , at least one set of motor drive gas centrifugal compressor of the manufacturer has been successfully operated on offshore platform or FPSO. The references shall be testified by proof materials. The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence per following evidence requirements ①&②：①Copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and② 2A certificate notice signed by End user to Verify its successful run and/or temporary accept certificate signed by End user and/or commissioning report signed by a third party classification society. The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical parameter /requirements ，drawings of the configuration type and the successful operation time. If the bidder provides the commissioning report, the start time of the successful operation shall be subject to the stated date or the signing date of the commissioning report. The performance without certification documents will be treated as invalid performance. Vendor shall provide Purchaser the new, unused prototype and trial-manufacture is unacceptable. In order to verify the performance of BIDDER, the Tenderee shall have the right to request the bidder to provide further relevant supporting information before the contract is awarded. Including but not limited to, technical documents such as technical agreement, technical clarification notes, drawings and calculations etc., certificate approved by the third party classification society, invoice, bank statements/slip, import and export customs declaration etc. If the BIDDER is unable to provide relevant materials, it will be regarded as invalid performance.
4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2023年2月16日開始至2023年2月23日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng) on the page of Invitation for bid for purchasing Bidding document from 16th. Feb.,2023 to 23th. Feb. 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
