中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受廣東珠海金灣液化天然氣 （以下稱為“招標(biāo)人”）委托，就廣東珠海LNG擴(kuò)建項(xiàng)目二期工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Guangdong Zhuhai Golden Bay LNG Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Guangdong Zhuhai LNG Expansion Project Phase II by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標(biāo)條件
Bidding Conditions：
項(xiàng)目概況：珠海LNG接收站位于廣東省珠海市高欄港平排山下，高欄港石化倉儲(chǔ)區(qū)內(nèi)，距離珠海市區(qū)約60公里。珠海LNG接收站于2013年11月建設(shè)完成，2014年11月正式投入商業(yè)運(yùn)營(yíng)。目前，珠海LNG接收站的設(shè)計(jì)LNG處理能力為390萬噸/年，其中，LNG氣化設(shè)計(jì)處理能力為307萬噸/年,LNG液態(tài)槽車外運(yùn)設(shè)計(jì)處理能力為80萬噸/年。 廣東珠海LNG擴(kuò)建項(xiàng)目二期工程（以下簡(jiǎn)稱二期工程）擬在珠海LNG接收站廠區(qū)內(nèi)進(jìn)行擴(kuò)建，新增5座27萬方LNG儲(chǔ)罐及接收站相關(guān)設(shè)施擴(kuò)建工作。珠海LNG擴(kuò)建項(xiàng)目二期工程設(shè)計(jì)規(guī)模350萬噸/年，建成投產(chǎn)后接收站總規(guī)模將達(dá)700萬噸/年。
Project Summary：Zhuhai LNG Terminal is located at the foot of Pingpai Mountain, Gaolan Port, Zhuhai City, Guangdong Province, in the petrochemical storage area of Gaolan Port, about 60 kilometers away from Zhuhai urban area. Zhuhai LNG Terminal was completed in November 2013 and officially put into commercial operation in November 2014. At present, the design LNG processing capacity of Zhuhai LNG Terminal is 3.9 million tons/year, including 3.07 million tons/year for LNG gasification and 0.8 million tons/year for LNG liquid tanker outward transportation. The second phase of Guangdong Zhuhai LNG Expansion Project (hereinafter referred to as the second phase) is planned to expand in the plant area of Zhuhai LNG Terminal, adding five 270000m3 LNG tanks and relevant facilities of the Terminal. The design scale of the second phase of Zhuhai LNG expansion project is 3.5 million tons/year, and the total scale of the terminal will reach 7 million tons/year after it is completed and put into operation.

主要技術(shù)規(guī)格：
設(shè)計(jì)流量：正常/最大流量:4700/7000(Liquid 液相 m3/h)，設(shè)計(jì)壓力：1800 kPa(G) ，卸料臂各部件符合ANSI B31.3規(guī)定的緊急情況下應(yīng)滿足短時(shí)間超壓20%和33%，設(shè)計(jì)溫度：-196/ +60℃。
Main Specifications:
Design Flow：Nor./Max Flow 4700/7000(Liquid m3/h)，Design Pressure：1800 kPag，the unloading arm shall be suitable in all aspects to accommodate the 33% and 20% short term emergency overpressure allowed by ANSI B31.3，Design Temperature：-196/+60℃.
交貨期：分兩批交貨，第一批為預(yù)埋件，第二批包括卸料臂和其他備件等。
Delivery Schedule: Goods shall be delivered in two batches, the first batch includes Embedded parts; the second batch includes the unloading arm, spares, and other parts.
從中華人民共和國關(guān)境內(nèi)提供的貨物：第一批合同簽訂后40周（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）；第二批合同簽訂后52周（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）。
For goods offered from within PRC customs territory:First batch 40 weeks after signing the contract (arrival date to the job site)；Second batch 52 weeks after signing the contract (arrival date to the job site).
從中華人民共和國關(guān)境外提供的貨物: 第一批合同簽訂后34周（提單發(fā)貨時(shí)間）;第二批合同簽訂后46周（提單發(fā)貨時(shí)間）。
For goods offered from outside PRC customs territory: First batch 34 weeks after signing the contract (departure date on Bill of Lading);Second batch 46 weeks after signing the contract (departure date on Bill of Lading).

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

（2）資質(zhì)要求及證明文件
Requirements of Qualification of Bidder and Certificate
A. 特種設(shè)備證書：投標(biāo)人須提供蓄能器制造商的《中華人民共和國特種設(shè)備生產(chǎn)許可證》或《中華人民共和國特種設(shè)備制造許可證》，且證書在有效期內(nèi)。證書批準(zhǔn)范圍覆蓋本次招標(biāo)的壓力容器制造類范圍。
A. Special Equipment License : Bidder shall provide accumulator manufacturer's “special equipment production license of the people's Republic of China” or “special equipment manufacture license of the people's Republic of China”, and the certificate shall be within the validity period. The approval scope of the certificate shall covers the Pressure Vessel manufacturing scope of this bidding.
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
投標(biāo)產(chǎn)品的制造商在中國境內(nèi)具有LNG接收站項(xiàng)目或具有接收站性質(zhì)的（即滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范）調(diào)峰站項(xiàng)目（需提供滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范2.0.2條液化天然氣接收站要素的證明材料）的20英寸卸料臂供貨業(yè)績(jī)（業(yè)績(jī)中20英寸標(biāo)準(zhǔn)表示卸料臂的內(nèi)臂和外臂尺寸均達(dá)到20英寸或更大尺寸）。
業(yè)績(jī)證明文件包括：制造商名稱、業(yè)績(jī)合同關(guān)鍵頁（至少包括：項(xiàng)目名稱、合同首頁、雙方簽字蓋章頁、貨物名稱、卸料臂的內(nèi)臂和外臂尺寸）和到貨驗(yàn)收材料。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)制造商名稱、貨物名稱、項(xiàng)目名稱、卸料臂的內(nèi)臂和外臂尺寸及到貨驗(yàn)收材料的，均視為無效業(yè)績(jī)。
The manufacturer shall have the supply performance of 20-inch LNG unloading arm supply performance （In the performance, the inboard arm and outboard arm of the unloading arm are in 20 inches or larger） in China for LNG terminal project or peak shaving station project with the nature of a terminal (meets the requirements of GB51156-2015 LNG Terminal Engineering Design Specifications,and shall provide certification materials that meet the requirements of Article 2.0.2 of Code for Design of LNG Terminal Engineering GB51156-2015).
The performance certification documents include: manufacturer's name,key pages of the performance contract (at least including: project name,the first page of the contract, the signature and seal pages of both parties, goods name,inboard arm size and outboard arm size of the unloading arm) and arrival acceptance materials. Failure to submit performance certification documents, or the performance certification documents provided cannot reflect the manufacturer's name, goods name, project name, inboard arm size and outboard arm size of the unloading arm, and arrival acceptance materials, shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Feb.15,2023to Feb.22,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
