中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國） （以下稱為“招標(biāo)人”）委托，就渤中34-9油田5井區(qū)調(diào)整項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of BZ34-9 OIL FIELD 5 WELLBLOCK ADJUSTING PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：渤中34-9油田位于渤海南部海域，新建一座無人井口平臺(tái)BZ34-9WHPC。新建一條從BZ34-9WHPC至BZ35-2WHPA的14.9公里10″混輸海管。新建一條從BZ34-9CEPA至BZ34-9WHPC的2.0公里6″注水海管。新建一條從BZ34-9CEPA至BZ34-9WHPC的2.0公里海纜。
Project Summary：BZ34-9 oil field is located in the south of Bohai Sea.One new-built unmanned wellhead platform BZ34-9WHPC. One 10”multiphase pipeline (14.9km) from BZ34-9 WHPC to BZ35-2 WHPA.One 6” water injection pipeline (2.0km) from BZ34-9 CEPA to BZ34-9 WHPC.One subsea cable (2.0km) from BZ34-9 CEPA to BZ34-9 WHPC.

3. 對(duì)投標(biāo)人的資格和業(yè)績要求：

（1）資格要求

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．投標(biāo)人應(yīng)為所投貨物的制造商或集成商。本次招標(biāo)不接受代理商投標(biāo)。

（2）業(yè)績要求Requirement for Bidder's reference:
2012年1月1日至投標(biāo)截止日（業(yè)績時(shí)間以供貨業(yè)績的到貨驗(yàn)收材料簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商或集成商應(yīng)具有至少1個(gè)本次投標(biāo)所投產(chǎn)品DCS及SIS系統(tǒng)的供貨業(yè)績，此業(yè)績應(yīng)同時(shí)包含PCS、ESD、F&G，且I/O點(diǎn)數(shù)不少于本項(xiàng)目要求（PCS：700點(diǎn)；ESD：350點(diǎn)；F&G：550點(diǎn)）。投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、包含PCS、ESD、F&G，I/O點(diǎn)數(shù)及到貨驗(yàn)收材料（由用戶出具且體現(xiàn)貨物名稱及到貨驗(yàn)收時(shí)間）。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、包含PCS、ESD、F&G，I/O點(diǎn)數(shù)及到貨驗(yàn)收材料的，均視為無效業(yè)績。本次招標(biāo)允許制造商和集成商參與投標(biāo)。投標(biāo)人必須是所投產(chǎn)品DCS或SIS系統(tǒng)的制造商或集成商，如果是集成商投標(biāo)，集成商應(yīng)具有采用本次投標(biāo)DCS或SIS系統(tǒng)制造商的集成業(yè)績（業(yè)績要求與制造商業(yè)績要求相同）。制造商出具針對(duì)本次投標(biāo)對(duì)集成商的制造商唯一授權(quán)書或與集成商簽訂的長期合作協(xié)議。集成商與制造商兩者只可一家參與投標(biāo)，同時(shí)參與投標(biāo)視為投標(biāo)無效。
From 1 January 2012 to tender closing date (performance time is based on delivery performance and receipt of materials signed), the manufacturer or integrator of the Tenderer’s products shall have at least one delivery performance of DCS and SIS systems for the Tenderer’s products, including PCS, ESD, F&G, the number of I/O points is not less than the requirement of this project (PCS: 700 points; ESD: 350 points; F&G: 550 points) . Bidders shall submit performance forms in the prescribed format and relevant performance proof documents. Performance documents include but are not limited to: 1) a copy of the sales contract (including the relevant technical annexes) and 2) the materials for inspection upon arrival. The performance certificate submitted by the bidder must at least reflect the following: contract signing time, name of manufacturer, name of goods, project name, including PCS, ESD, F&G, I/O points and arrival and acceptance materials (issued by the user and showing the name of goods and arrival and acceptance time) . Failure to submit performance documents or failure to provide performance documents that do not reflect the date of signing of the contract, the name of the manufacturer, the name of the goods, the name of the project, including PCS, ESD, F&G, I/O points, and the materials for inspection and receipt of the goods shall be deemed to be null and void performance. This tender allows manufacturers and integrators to participate in the tender. The bidder must be the manufacturer or integrator of the DCS or SIS system for which the bid is made. In the case of an integrator bid, the integrator shall have the same integrated performance as the manufacturer of the DCS or SIS system using this bid. The manufacturer shall issue the manufacturer’s sole authorization to the integrator for this tender or a long-term cooperation agreement signed with the Integrator. only one integrator and one manufacturer may participate in the tender, and participation in the tender shall be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Feb 13th., 2023 to Feb 20th. 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
