1.中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化 （以下稱為“招標(biāo)人”）委托，就大榭石化餾分油五期項(xiàng)目催化裝置1臺甲烷膨脹再壓縮機(jī)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase One Set of Methane Expansion Re-compressor of Catalytic Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder:
1.1如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）;如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
1.2 投標(biāo)人所投產(chǎn)品的制造商須同時具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書、GB/T24001（ISO14001）環(huán)境管理體系認(rèn)證證書、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認(rèn)證證書。如果有國家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。
The manufacturer of the bid product shall also have valid GB/T19001 (ISO9001) Quality System Certification, GB/T24001 (ISO14001) Environmental Management System Certification, GB/T28001(OHSAS18001) or GB/T45001 (ISO45001) Occupational Health Management System Certification Certificate. If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.
1.3 投標(biāo)人可為投標(biāo)設(shè)備的制造商或代理商。若投標(biāo)人為代理商，投標(biāo)人應(yīng)得到本次投標(biāo)所投產(chǎn)品的制造商同意其為本次投標(biāo)提供該產(chǎn)品的合法正式授權(quán)書。
Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.
1.4 是否接受聯(lián)合體投標(biāo)：否

1.6 3C證書：對國家3C目錄內(nèi)的產(chǎn)品，本次投標(biāo)產(chǎn)品的制造商必須取得對應(yīng)類產(chǎn)品強(qiáng)制性產(chǎn)品認(rèn)證（CCC認(rèn)證）證書。投標(biāo)人投標(biāo)時需提供所投產(chǎn)品制造商的強(qiáng)制性產(chǎn)品認(rèn)證（CCC認(rèn)證）證書復(fù)印件，且證書在有效期內(nèi)。
3C Certificate : For products in the national 3C catalogue, manufacturers of the bidding products must obtain the Mandatory Product Certification (CCC certification) certificate for the corresponding category of products. The bidder shall submit a copy of the mandatory Product Certification (CCC certification) certificate of the invested product manufacturer when , and the certificate is within the validity period.
1.7 防爆證書：投標(biāo)人本次投標(biāo)所投產(chǎn)品中的防爆電氣電子產(chǎn)品必須取得國家指定防爆檢驗(yàn)機(jī)構(gòu)頒發(fā)的防爆合格證書。投標(biāo)時需提供原件掃描件（原件備查）。
Explosion-proof certificate: The bidder must obtain the explosion-proof certificate issued by the national designated explosion-proof inspection institution for the explosion-proof electrical and electronic products in the bid. The scanned copy of the original shall be provided at the time of bidding (the original copy for reference).

2012年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)）,投標(biāo)方所投產(chǎn)品的制造商在2個石油化工行業(yè)烯烴項(xiàng)目（含乙烯項(xiàng)目）中各具有1臺膨脹/再壓縮機(jī)的供貨業(yè)績，且均滿足入口流量不低于21000Nm3/h（最大工況）、入口壓力不低于3MPa（最大工況）、入口溫度-98℃以下（最大工況）、輸送介質(zhì)低溫烯烴，軸承型式磁力軸承的技術(shù)要求。
From January 1, 2012 to the bid deadline (subject to the signing date of the contract), the manufacturer of the product submitted by the bidder has supplied 1 expansion/recompressor for each of 2 olefin projects (including ethylene projects) in the petrochemical industry. And all meet the technical requirements of inlet flow not less than 21000Nm3/h (maximum working condition), inlet pressure not less than 3MPa (maximum working condition), inlet temperature below -98℃ (maximum working condition), conveying medium low temperature olefin, bearing type magnetic bearing.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件(含相關(guān)技術(shù)附件)2）到貨驗(yàn)收證明材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項(xiàng)目名稱、軸承型式、輸送介質(zhì)、最大工況下的入口流量、溫度和壓力及到貨驗(yàn)收材料。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項(xiàng)目名稱、軸承型式、輸送介質(zhì)、最大工況下的入口流量、溫度和壓力及到貨驗(yàn)收材料的，均視為無效業(yè)績。
The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance certificates include but are not limited to: 1) Copies Of Sales Contracts (including relevant technical attachments)2) Arrival And Acceptance Certificates. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, bearing type, conveying medium, inlet flow, temperature and pressure under maximum working condition and arrival acceptance materials.
If no performance certification documents are submitted, or the performance certification documents provided cannot reflect the time of signing of the contract, the name of the manufacturer, the name of the goods, the name of the project, the bearing type, the conveying medium, the inlet flow, temperature and pressure under the maximum working condition and the arrival and acceptance materials, it shall be deemed as invalid performance.
3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2023年1月10日開始至2023年1月17日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為200元人民幣或30美元，售后不退。如未在系統(tǒng)中
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Jan.10, 2022 to Jan.17, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標(biāo)文件遞交截止時間和 此時間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on Jan.31, 2023. Any bid beyond the required time and date shall be subject for rejection.
