中化建國際 （以下稱為“招標代理機構(gòu)”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司（以下稱為“招標人”）委托，就東海西湖石油天然氣作業(yè)公司柴油消防泵進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Diesel Engine Driven Fire Water Pump by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

CEP-P-6001A/B，能力為1200方/小時，布置于低甲板（EL.+21.50m），出口壓力需達到1200kPaG；
BOP-P-6001A，能力為800方/小時，布置于中甲板（EL.+27.50m），出口壓力需達到1100kPaG；
BOP-P-6001B，能力為800方/小時，布置于低甲板（EL.+21.50m），出口壓力需達到1100kPaG；
Main Specifications:
CEP-P-6001A/B, with a capacity of 1200m3/h, is arranged on the low deck (EL.+21.50m), and the outlet pressure needs to reach 1200kPaG; BOP-P-6001A, with a capacity of 800m3/h, is arranged on the middle deck (EL.+27.50m), and the outlet pressure needs to reach 1100kPaG; BOP-P-6001B, with a capacity of 800m3/h, is arranged on the low deck (EL.+21.50m), and the outlet pressure needs to reach 1100kPaG;

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認證。投標人須提供制造商有效的質(zhì)量體系認證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C． 國內(nèi)產(chǎn)品不允許代理商投標，境外產(chǎn)品接受代理商投標。境外產(chǎn)品使用代理商投標時，投標人應(yīng)得到本次投標所投產(chǎn)品境外制造商的同意，并提供該產(chǎn)品的合法唯一代理授權(quán)書。
Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）資質(zhì)要求及證明文件
Requirements of Qualification of Bidder and Certificate
投標人應(yīng)在投標文件中提供立式長軸泵、現(xiàn)場控制盤、齒輪箱設(shè)備的FM或UL證書，以證明制造商在投標時同系列設(shè)備（即類似設(shè)備）已取得FM或UL證書，設(shè)備交付時提供所交付設(shè)備的FM或UL證書，且設(shè)備銘牌需標有FM或UL的認證標志。齒輪箱型式應(yīng)為直角齒輪箱，AGMA 服務(wù)系數(shù)不低于 2.0。柴油消防泵的設(shè)計和制造需滿足NFPA 20標準（最新版）。
The BIDDER shall provide at least FM or UL certificates of relevant equipment (such as Gearbox, Control panel and Vertical line shaft pump) at the bidding stage to prove that the manufacturer has obtained FM or UL certificates of equipment at the time of bidding, and then shall provide the FM or UL Certificate of the contract equipment in delivery; the equipment nameplate shall be marked with the certification mark of FM or UL. The design and manufacture shall be satisfied with NFPA 20 (the latest edition)
（3）業(yè)績要求Requirement for Bidder's reference:
2012年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品的制造商(指柴油機、消防泵兩項)均應(yīng)具有至少2個項目的柴油消防泵組的供貨業(yè)績，且均滿足排量不低于1200m3/h、出口壓力不小于1200KPaG、泵軸軸長不短于25米的立式長軸海水柴油消防泵，消防水介質(zhì)須為海水的要求。
（3）The Diesel Engine Driven Fire Water Pumps should be the supplier's standard series products. The manufacturer of the products(diesel engine and fire pump) submitted by the bidder shall have the supply performance of at least two diesel engine driven fire pumps(each performance shall include long-shaft seawater diesel fire pumps with displacement no less than 1200m3/h, outlet pressure no less than 1200KPaG and shaft length no less than 25m. The fire water medium must be seawater).
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。
柴油消防泵業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、設(shè)備的相關(guān)參數(shù)（排量、出口壓力、軸長，消防水介質(zhì)）、到貨驗收材料（包括到貨簽收單和調(diào)試合格證明文件等）。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、設(shè)備的相關(guān)參數(shù)（排量、出口壓力、軸長，消防水介質(zhì)）、到貨時間、調(diào)試合格時間的，均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements ( displacement/ outlet pressure/ shaft length/the fire water medium ) and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate, etc.)
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements ( displacement/ outlet pressure/ shaft length / the fire water medium )and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
柴油消防泵需按照《海上固定平臺安全規(guī)則》的要求進行設(shè)計、制造、認證和檢驗。投標人應(yīng)委托國家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認可的船級社（ABS，DNV，CCS，BV之一）對柴油消防泵設(shè)備整體進行檢驗并獲得檢驗證書。
The Diesel Engine Driven Fire Water Pump shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Diesel Engine Driven Fire Water Pump from one of the certifying agencies authorized by COOOSO, which is one of ABS, DNV,CCS, BV.
