'Times New Roman','serif';color:black\">2.1 建設(shè) 原項(xiàng)目廠址已完成“五通一平”，社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析專題報(bào)告已評(píng)審并取得批復(fù)文件。
貴州能投興仁電廠（'Times New Roman','serif';color:black\">2×'Times New Roman','serif';color:black\">660MW）新建工程項(xiàng)目由貴州能投產(chǎn)業(yè)集團(tuán)子公司貴州能投發(fā)電 承建，廠址位于黔西南州興仁市巴鈴鎮(zhèn)教場(chǎng)壩村，緊鄰惠興高速，距離興仁市約'Times New Roman','serif';color:black\">18km，距離興義市約'Times New Roman','serif';color:black\">70km，交通運(yùn)輸十分便利。
黔西南州煤炭資源十分豐富、是貴州省富煤地區(qū)之一。興仁市是全國(guó)'Times New Roman','serif';color:black\">200個(gè)重點(diǎn)產(chǎn)煤縣之一，無(wú)煙煤已探明儲(chǔ)量'Times New Roman','serif';color:black\">21億噸，遠(yuǎn)景儲(chǔ)量超過(guò)'Times New Roman','serif';color:black\">45億噸，有“興仁煤?！敝雷u(yù)。本項(xiàng)目以興仁境內(nèi)煤礦為主要煤源，周邊縣份煤礦為輔助煤源。興仁西北環(huán)線和運(yùn)煤專線公路已基本建成。

'Times New Roman','serif';color:black\">2.3.1中標(biāo)人負(fù)責(zé)編制社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析報(bào)告書(shū)，并組織完成評(píng)審及批復(fù)。
'Times New Roman','serif';color:black\">2.3.2社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析報(bào)告經(jīng)評(píng)審后根據(jù)評(píng)審意見(jiàn)進(jìn)行修改，最終應(yīng)根據(jù)招標(biāo)方提出的時(shí)限要求向招標(biāo)方交付社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析報(bào)告正式文本及圖紙'Times New Roman','serif';color:black\">12套。
'Times New Roman','serif';color:black\">2.3.3技術(shù)服務(wù)成果交付時(shí)間：合同簽訂后'Times New Roman','serif';color:black\">20日內(nèi)提交《貴州能投興仁電廠（'Times New Roman','serif';color:black\">2×'Times New Roman','serif';color:black\">660MW）新建工程項(xiàng)目社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析報(bào)告》送審稿。送審后'Times New Roman','serif';color:black\">15日內(nèi)組織完成評(píng)審及批復(fù)。

貴州能投興仁電廠（'Times New Roman','serif';color:black\">2×'Times New Roman','serif';color:black\">660MW）新建工程項(xiàng)目社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析專題報(bào)告編制（含現(xiàn)場(chǎng)踏勘、調(diào)研收資、專題報(bào)告編制）評(píng)審及批復(fù)。

'Times New Roman','serif';color:black\">3.1具有獨(dú)立承擔(dān)民事責(zé)任的能力：投標(biāo)人具有獨(dú)立法人資格，提供有效的營(yíng)業(yè)執(zhí)照；
