1.中化建國(guó)際 （以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海油石化工程 （以下稱(chēng)為“招標(biāo)人”）委托，就中海油石化工程 江蘇濱海液化天然氣（LNG）一期擴(kuò)建工程接收站項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對(duì)投標(biāo)人的資格、業(yè)績(jī)及證書(shū)要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
A 獨(dú)立法人資格：如果投標(biāo)人為境內(nèi)注冊(cè)公司，需提供有效的營(yíng)業(yè)執(zhí)照（具備獨(dú)立法人資格）、一般納稅人證明/稅務(wù)登記證、組織機(jī)構(gòu)代碼證復(fù)印件，并加蓋公章；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。
If the bidder is a domestically registered company, it is required to provide a valid business license (with independent legal person status), general taxpayer certificate/tax registration certificate, a copy of the organization code certificate, and affix the official seal ; if the bidder is an overseas registered company, a valid company registration certificate is required.
B 代理商要求：如果投標(biāo)人是授權(quán)代理商，必須滿(mǎn)足以下全部條件：1）制造商的銷(xiāo)售方式為銷(xiāo)售代理或分銷(xiāo)制；或者制造商在特定區(qū)域、行業(yè)有獨(dú)家或指定的代理。投標(biāo)人應(yīng)在投標(biāo)文件中提供相應(yīng)的證明文件。
2）代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書(shū)。
The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, all the following requirements must be met: 1） The manufacturer's sales mode is sales agent or distribution system; or the manufacturer has exclusive or designated agent in the specific region or industry field. The Bidder shall provide corresponding supporting documents in the bidding document.
2）The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid.
C 質(zhì)量認(rèn)證要求：投標(biāo)人應(yīng)提供貨物制造商的有效期內(nèi)的ISO9001（GB/T19001）質(zhì)量體系認(rèn)證證書(shū)。
The bidder shall provide the certificate of ISO9001（GB/T19001） Quality Management System Certification in the validity period of the goods manufacturer.
D 證書(shū)要求：投標(biāo)人應(yīng)提供閥門(mén)制造商以下三類(lèi)有效認(rèn)證證書(shū)復(fù)印件，所有證書(shū)認(rèn)證的制造商名稱(chēng)應(yīng)與其所提供業(yè)績(jī)的制造商、此次投標(biāo)貨物的制造商一致。
The bidder shall provide copies of the three type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods:
1) 強(qiáng)制性檢驗(yàn)證書(shū)：國(guó)內(nèi)制造商（包括國(guó)外品牌在國(guó)內(nèi)生產(chǎn)的廠商）應(yīng)具有TS證書(shū)（特種設(shè)備制造許可證）和覆蓋投標(biāo)產(chǎn)品范圍的TSX證書(shū)（特種設(shè)備型式試驗(yàn)證書(shū)）；國(guó)外生產(chǎn)的有原產(chǎn)地證明的制造商應(yīng)具有覆蓋投標(biāo)產(chǎn)品范圍的TSX證書(shū)（特種設(shè)備型式試驗(yàn)證書(shū)）；
Compulsory inspection certificate：Domestic manufacturers (including manufacturers of foreign brands produced in China) should have TS Certificate (special equipment manufacturing license) and TSX Certificate (special equipment type test certificate) covering the scope of bidding products; Manufacturers with certificate of origin produced abroad shall have TSX Certificate (type test certificate of special equipment) covering the scope of bidding products.
2) 防火認(rèn)證證書(shū)：制造商應(yīng)具有國(guó)際或國(guó)內(nèi)認(rèn)證機(jī)構(gòu)頒發(fā)的覆蓋投標(biāo)產(chǎn)品范圍的API607或API6FA或ISO10497或同等標(biāo)準(zhǔn)的防火證書(shū)，并附相應(yīng)的測(cè)試報(bào)告；
Fire safe certification：The manufacturer of compulsory inspection certificate shall have the fire prevention certificate of API 607 or API 6FA or ISO 10497 or equivalent standards covering the scope of bidding products issued by international or domestic certification institutions, and attach the corresponding test report.
3) 低泄漏認(rèn)證證書(shū)：閥門(mén)必須具備可靠的外密封性能，應(yīng)至少達(dá)到ISO 15848-1的要求，投標(biāo)時(shí)提供能夠覆蓋本次招標(biāo)范圍的閥門(mén)類(lèi)型、溫度、口徑及磅級(jí)的ISO 15848 PART 1證書(shū)，并附相應(yīng)的測(cè)試報(bào)告。
Leakage certification：The valve must have reliable external sealing performance and at least meet the requirements of ISO 15848-1. When bidding, ISO 15848 Part 1 certificate covering the valve type, temperature, diameter and pound level within the scope of this bidding shall be provided, and the corresponding test report shall be attached.
E 產(chǎn)地要求：閥門(mén)原產(chǎn)地應(yīng)為閥門(mén)制造商原始商標(biāo)注冊(cè)地所在國(guó)，閥門(mén)生產(chǎn)應(yīng)為非分廠生產(chǎn)。買(mǎi)方絕對(duì)不允許供貨商貼牌代工。交貨是須提供閥門(mén)原產(chǎn)地證書(shū)。
The origin of the valve shall be the country where the original trademark of the valve manufacturer is registered, and the production of the valve shall be non branch production. The buyer absolutely does not allow suppliers to OEM. Certificate of Origin for valve must be provided on delivery
（2）業(yè)績(jī)要求：
References and Qualification requirement:
2012年1月1日至投標(biāo)截止日（簽約時(shí)間），投標(biāo)人所投工藝低溫蝶閥應(yīng)在中國(guó)境內(nèi)具有不少于2個(gè)LNG接收站項(xiàng)目或具有接收站性質(zhì)的（對(duì)船運(yùn)液化天然氣進(jìn)行接收、儲(chǔ)存、氣化和外輸?shù)茸鳂I(yè)的場(chǎng)站（見(jiàn)GB51156-2015《液化天然氣接收站工程設(shè)計(jì)規(guī)范》第2.0.2條））調(diào)峰站項(xiàng)目的供貨業(yè)績(jī)（要求2個(gè)項(xiàng)目業(yè)績(jī)，同一項(xiàng)目提供多個(gè)合同視為一個(gè)業(yè)績(jī)）。且其中至少1個(gè)業(yè)績(jī)合同同時(shí)包括如下內(nèi)容：1）低溫蝶閥數(shù)量不少于5臺(tái)（套），且2）含有1臺(tái)36寸及以上且磅級(jí)不少于150磅的低溫蝶閥。
From January 1, 2012 to the bid deadline(signing time) , the bidder's products should have no less than 2 LNG receiving terminal project or have the nature of receiving project (for receiving, storing, gasification and transporting shipping liquefied natural gas by GB51156-2015, article 2.0.2)performance of cryogenic butterfly valves（two projects are required and multiple contracts for the same project are regarded as one performance）. And at least one performance contract includes the following: ① The number of cryogenic butterfly valves shall not be less than 5 sets at least; ② At least contains a 36" and above and not less than 150LB cryogenic butterfly valve.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件同時(shí)具有以下2種：
1） 無(wú)價(jià)銷(xiāo)售合同影印件（含相關(guān)技術(shù)附件）和
2） 用戶(hù)出具的到貨驗(yàn)收文件。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、項(xiàng)目名稱(chēng)、貨物名稱(chēng)（工藝低溫蝶閥）、供貨數(shù)量、口徑及磅級(jí)、制造商名稱(chēng)、用戶(hù)出具的到貨驗(yàn)收文件。如提供的是調(diào)峰站業(yè)績(jī)，投標(biāo)人還需提供調(diào)峰站具備對(duì)船運(yùn)液化天然氣進(jìn)行接收、儲(chǔ)存、氣化和外輸?shù)认嚓P(guān)功能的證明材料，證明材料通過(guò)國(guó)家發(fā)改委、省級(jí)發(fā)改委、政府網(wǎng)站、項(xiàng)目業(yè)主官網(wǎng)等官方網(wǎng)站查詢(xún)，以加蓋公章的截圖形式提供。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無(wú)效業(yè)績(jī)。
本次投標(biāo)的產(chǎn)品型號(hào)、品牌必須與上述業(yè)績(jī)的產(chǎn)品一致。
Bidders must submit the performance form in the prescribed format and submit relevant performance certification documents. The performance certification documents have the following two types at the same time:
1) Photocopy of priceless sales contract (including relevant technical accessories) and
2) Delivery and acceptance documents issued by user .
The performance certificate submitted by the bidder must at least reflect the following: the contract signing time, the project name, the name of the goods (cryogenic butterfly valve) , the quantity of the goods supplied, the caliber and weight class, the name of the origin and manufacturer, the arrival and acceptance documents issued by the user. Failure to submit performance documentation or failure to provide such information in the performance documentation shall be considered invalid performance. If the performance of the peak shaving station is provided, the tenderer shall provide the peak shaving station with the relevant functions of receiving, storing, gasification and exporting the liquefied natural gas, the documents were obtained from the National Development and Reform Commission, the Provincial Development and Reform Commission, the government website, the project owner's website and other official websites, and provided to the tenderers in the form of screenshots stamped with official seals.
The product model and brand of this bid must be consistent with the above-mentioned products with successful application performance.
3. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2022年11月9日開(kāi)始至2022年11月16日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 購(gòu)買(mǎi)過(guò)程必須全程在線(xiàn)操作，線(xiàn)下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為200元人民幣或35美元，售后不退。如未在系統(tǒng)中 另外，投標(biāo)人還需要在 （ cbjywebframeup/bigfiledown.jsp?foldGuid=22690c0f-1dcd-4ba7-bf6a-b8d27a4d04da&contentType=pdf&filePath=%257E%252FAttachStorage%252F202209%252FPBBF001%252F0489a643-a813-4823-8bfe-f482d3138e24%252F22690c0f-1dcd-4ba7-bf6a-b8d27a4d04da.pdf&fileName=%25E8%25AF%2584%25E6%25A0%2587%25E5%258A%259E%25E6%25B3%2595.pdf" title="評(píng)標(biāo)辦法.pdf">評(píng)標(biāo)辦法.pdf
