1.中化建國際 （以下稱為“招標代理機構”）受中海油石化工程 （以下稱為“招標人”）委托，就中海油石化工程 江蘇濱海液化天然氣（LNG）一期擴建工程接收站項目所需部分貨物及相關服務進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對投標人的資格、業(yè)績及證書要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
A. ★投標人必須是具有獨立法人資格的高壓深冷Globe調節(jié)閥制造商或代理商。
獨立法人資格要求：如果投標人為境內注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨立法人資格）、一般納稅人證明/稅務登記證、組織機構代碼證復印件，并加蓋公章（以上所有證明文件在年審有效期內）；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of High Pressure Cryogenic Globe Control Valve.
If the bidder is a domestically registered company, it is required to provide a valid business license (with independent legal person status), general taxpayer certificate/tax registration certificate, a copy of the organization code certificate, and affix the official seal (all the above certificates are within the validity period of the annual review) ); if the bidder is an overseas registered company, a valid company registration certificate is required.
B. ★代理商要求：如果投標人所投的貨物不是投標人自己制造的，投標人應得到貨物制造商的同意以及證明其在本次投標中唯一提供該貨物的正式授權書，本次投標的產品須為同一品牌。
If the goods is not manufactured by bidder, the bidder shall be duly authorized by the goods' Manufacturer to supply the goods solely in this bidding, and the products in this bidding must be of the same brand.
C.★投標人在投標時應提供閥門制造商的以下三類認證有效證書復印件，若認證證書包含本次招標產品的尺寸、壓力等級一種或幾種參數(shù)，則其證書中的相應參數(shù)須覆蓋本次招標的產品對應最高參數(shù)要求，證書認證的制造商名稱應與其所提供業(yè)績的制造商名稱、此次投標貨物的制造商名稱一致：
Bidders should provide copies of the following three types of valid certificates of the valve manufacturer when bidding. If the certificate contains one or more parameters of the size and pressure level of the product in this bidding, the corresponding parameters in the certificate must cover the requirements of this bidding. The product corresponds to the highest parameter requirements. The name of the manufacturer certified by the certificate should be consistent with the name of the manufacturer of the performance provided by it, and the name of the manufacturer of the goods in this bidding:
1) 壓力設備認證證書：制造商應具有中國國家質監(jiān)局頒發(fā)的特種設備制造許可證（A2級）、特種設備型式試驗證書和壓力設備(PED)認證證書中的至少一種，且所有證書均應在有效期內。
Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision (Certificate level for cryogenic valves:A2),Certificate for Type Test of Specific Equipment and certificate for pressure equipment（PED）, and the certification should be within the period of validity.
2) 低泄漏認證證書：閥門必須具備可靠的外密封性能，應至少達到TA-LUFT或ISO-15848-1的要求，并提供相關測試的TA-LUFT或ISO-15848-1證書或認證，投標時提供有效證書復印件。
Low leakage certification: The valve must have reliable external sealing performance, which should at least meet the requirements of TA-LUFT or ISO-15848-1, and provide TA-LUFT or ISO-15848-1 certificate or certification for relevant tests, tender A copy of a valid certificate is provided.
3) 防爆認證證書：制造商提供閥門定位器、電磁閥、限位開關的防爆合格證，防爆合格證應由中國國家授權的監(jiān)督檢驗機構頒發(fā)。閥門定位器的防爆等級不低于ExiaⅡBT4。電磁閥、限位開關的防爆等級不低于ExdⅡBT4，防護等級不低于IP66。 電氣設備滿足國家市場監(jiān)督管理總局公告〔2019年第34號〕《市場監(jiān)管總局關于防爆電氣等產品由生產許可轉為強制性產品認證管理實施要求的公告》的要求，須在投標時提供CCC認證證書。
Explosion proof certificates：Explosion proof certificates of valve positioners, solenoid valves and limit switches should be provided by manufacturer. Explosion proof certificates shall be issued by the supervision and inspection agencies authorized by China. The explosion-proof level of the valve positioner is not lower than ExiaⅡBT4. The explosion-proof level of the solenoid valve and limit switch is not lower than ExdⅡBT4, and the protection level is not lower than IP66. The equipment meet the requirements of the announcement of the State Administration of market supervision [No. 34 in 2019] 《notice of the State Administration for Market Regulation about explosion-proof electrical products change from production license to compulsory product certification》, And the vendor should supply China Compulsory Certification when biding.
D. ★產地要求
投標人所報的本次招標GLOBE 調節(jié)閥的原產地和制造商應與所提供業(yè)績中的GLOBE 調節(jié)閥原產地以及制造商一致，且本次投標GLOBE 調節(jié)閥應在其原產地工廠進行生產和檢驗，不得委托加工。投標人提交能體現(xiàn)原產地和制造商的業(yè)績證明文件，包括1.合同復印件或2.報關單或3.原產地證明或4. BV、DNV、勞氏等國際知名第三方檢驗機構出具的報告，例如出廠檢驗報告、制造過程檢驗報告等。
Origin requirements
The origin and manufacturer of the GLOBE control valve quoted by the bidder in this tender shall be consistent with the origin and manufacturer of the GLOBE control valve in the performance provided, and the GLOBE control valve in this bid shall be produced and manufactured in the factory of its origin. Inspection, processing shall not be entrusted.The bidder shall submit the performance certification documents that can reflect the origin and manufacturer, including 1. a copy of the contract or 2. a customs declaration or 3. a certificate of origin or 4. BV, DNV, Lowe's and other internationally renowned third-party inspection agencies issued Reports, such as factory inspection reports, manufacturing process inspection reports, etc.
E. ★質量保證要求
制造商應提供ISO9001質量管理體系認證證書，且證書在有效期內。代理商投標時應提供所代理的產品制造商的ISO證書。
QA Requirement
Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.The agent shall have the ISO certificate of the product manufacturer.
（2）業(yè)績要求：
Requirement for Bidder Single Quotes reference:
自2011年1月1日至投標截止日，投標人所投產品應在中國境內至少具有2個LNG接收站項目高壓深冷Globe調節(jié)閥供貨業(yè)績。其中至少具有2臺尺寸≥8"且磅級≥1500LB的高壓深冷Globe調節(jié)閥,且單項合同供貨數(shù)量不少于16臺。
From January 1, 2011 to the deadline for bidding, the products submitted by the bidders should have at least two LNG receiving station projects in China with the supply performance of high-pressure cryogenic Globe regulating valves. Among them, at least 2 sets of high-pressure cryogenic Globe control valves with size ≥ 8" and pound class ≥ 1500LB, and the number of single contract supply is not less than 16 sets.
投標人須提交有效的業(yè)績表和相關證明文件，業(yè)績證明文件至少包括1.合同復印件相關章節(jié)和2.到貨驗收材料。業(yè)績證明文件必須至少體現(xiàn)以下內容：合同簽署時間、貨物名稱及類型（高壓深冷Globe調節(jié)閥）、項目名稱（LNG接收站項目）、供貨數(shù)量、閥門尺寸、磅級。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證前述業(yè)績信息，均視為無效業(yè)績。
The bidder must submit a valid performance form and relevant certification documents. The performance certification documents shall at least include 1. Relevant chapters of the copy of the contract and 2. Arrival acceptance materials.The relevant documentary evidence must embody at least the following contents: the signing time of the contract,the name of the goods, the type of the goods(high pressure cryogenic Globe control valve), project name (LNG terminal project）, the quantity of goods supplied, the size and class of valve. Failure to submit a relevant documentary evidence for their reference or failure to verify the above information will be regarded as invalid performance.
