2. 對投標人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資質(zhì)要求及證明文件 Qualification requirements and supporting documents
1）承諾交貨時提供軟件著作權證書。Promise to provide software copyright certification upon delivery.
2）承諾交貨時提供軟件安裝手冊、使用說明書、軟件使用許可。 Promise to provide software： installation manual, instruction manual, license upon delivery.
3）承諾交貨時提供工作站使用說明書、產(chǎn)品合格證、保修卡和保修站點
4）如果投標人非軟件許可方，須提供軟件許可方的同意其在中國為本次投標提供該硬件或軟件許可的正式授權書。If the bidder is not a software licensor, a formal authorization from the hardware manufacturer or software licensor to license software in China for this bid shall be provided.
（2）業(yè)績要求：
Requirement for Bidder's reference:
所投標產(chǎn)品的軟件商在全球范圍（合同簽訂時間在2017年1月1日-2019年12月31日）銷售救援井涉及及分析軟件（具備鉆井數(shù)據(jù)庫、井身結構及管柱設計功能、定向井設計功能、流體力學分析、井控及波動壓力分析、扭矩/摩阻工程計算、卡鉆、固井設計、欠平衡水力學設計、套損分析、高級管柱分析計算及井下流體模擬、深水包及蒸汽模擬等功能）數(shù)量總計不少于2套。投標人投標時，需提供銷售合同的關鍵頁復印件。
The number of bidding products by the software licensor in the global range (the contract signing time on January 1, 2017 - December 31, 2019) sales of Relief Well Design and Analysis Software (Functions including Drilling Data base, Casing and Tube Design, Directional well design, Hydrodynamics analysis, Well control and fluctuation pressure analysis, Engineering calculation of torque / friction, Sticking, cementing design, under balanced hydraulic design, casing damage analysis, advanced string analysis and calculation, downhole fluid simulation, deep-water package and steam simulation, etc..)shall be at least two sets of sales performance in total .When bidding, the bidder shall provide copies of key pages of the sales contract.
合同復印件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、軟件名稱、供貨數(shù)量、主要功能（具備鉆井數(shù)據(jù)庫、井身結構及管柱設計功能、定向井設計功能、流體力學分析、井控及波動壓力分析、扭矩/摩阻工程計算、卡鉆、固井設計、欠平衡水力學設計、套損分析、高級管柱分析計算及井下流體模擬、深水包及蒸汽模擬等功能）和合同簽署頁。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證前述信息，均視為無效業(yè)績。
The copy of contract shall contain but not limited to: Contract signing time, software name, quantity, Main specifications(Functions including Drilling Data base, Casing and Tube Design, Directional well design, Hydrodynamics analysis, Well control and fluctuation pressure analysis, Engineering calculation of torque / friction, Sticking, cementing design, under balanced hydraulic design, casing damage analysis, advanced string analysis and calculation, downhole fluid simulation, deep-water package and steam simulation, etc..) functions and Contract signing page. Absence of the track records evidence documents or the failure to verify above foregoing information, that shall be counted as aninvalid performance.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2020年5月6日開始至2020年5月21日止，請登錄中國海洋石油集團 采辦業(yè)務管理與交易系統(tǒng)（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊，注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method:Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from May 6, 2020 to May 21, 2020. For the first time of login, a registration is needed and only after successful registration, Bidder canpurchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
