1．中化建國際 （以下簡稱“招標機構(gòu)”）受中海油江蘇天然氣 （以下簡稱“招標人”）委托，現(xiàn)邀請合格投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Jiangsu Gas Co., Ltd (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment and service：

Name of Goods: Cryogenic Pneumatic Butterfly Valves, of which 8" 12 sets、10" 8 sets、12"16 sets、14" 4 sets、16" 8 sets、18"5 sets、20" 8 sets、24" 5 sets、26"1 sets、28" 2 sets、30" 1 sets、36"8 sets、42" 7 sets.

For goods offered from within PRC customs territory: the goods shall arrive at Jiangsu LNG Terminal ProjectSite (Address: Binhai harbour District, Yancheng City, Jiangsu Province, China)within 320 days from the date of the signing the contract.
2．業(yè)績和資格要求：
References and Qualification requirement:
1）資質(zhì)要求：
Qualification requirement:
A.投標人必須是具有獨立法人資格的自動低溫蝶閥制造商或代理商。
獨立法人資格要求：關(guān)境內(nèi)投標人應提供有效的營業(yè)執(zhí)照、組織機構(gòu)代碼證、稅務登記證或三證合一營業(yè)執(zhí)照等。關(guān)境外投標人應提供有效的獨立法人證明，以證明投標人具有獨立法人資格。
Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Cryogenic Pneumatic Butterfly Valves.
Bidder from within the PRCCustoms Territory shall provide valid business license,Organization CodeCertificate and tax registration certificate or integrated business license combined above three certificates. Bidder from outside the PRC CustomsTerritory shall provide valid independent legal entity certificate.
B.代理商要求：如果投標人所投的貨物不是投標人自己制造的，投標人應得到貨物制造商的同意以及證明其在本次投標中唯一提供該貨物的正式授權(quán)書。
If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China.
C. 投標人應提供閥門制造商以下三類有效認證證書復印件，若三類認證證書包含產(chǎn)品的類型、口徑、溫度和壓力等級其中的一種或幾種參數(shù)，則其證書中的相應參數(shù)須覆蓋本次招標的產(chǎn)品對應最高參數(shù)要求。所有證書認證的制造商名稱應與其所提供業(yè)績的制造商、此次投標貨物的制造商一致。
The bidder shall provide copies of the three type certifications of the manufacturer when bidding, if the three type certifications include one or several parameter of valve type, size, temperature and pressure, the corresponding parameter shall cover the corresponding valve’s highest parameter inthe bidding documents. And the name of the certificates shall be the same with the manufacture of References and the manufacture ofthe bidding Goods:
（1） 壓力設(shè)備認證證書：制造商應具有中國國家質(zhì)監(jiān)局頒發(fā)的特種設(shè)備制造許可證（A2(2)級）、特種設(shè)備型式試驗證書和壓力設(shè)備(PED)認證證書中的至少一種；
Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issuedby General Administration of Quality Supervision(Certificate level for cryogenic valves A2(2)),Certificate for Type Test of Specific Equipment and certificate for pressure equipment（PED）.
（2） 防火認證證書：制造商應具有API607或API6FA或ISO10497防火證書，認證機構(gòu)應為Lloyd's、BV或DNV等；
Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc.
（3） 低泄漏認證證書：閥門必須具備可靠的外密封性能，應至少達到TA-LUFT或ISO 15848-1的要求，并提供相關(guān)測試的TA-LUFT證書或ISO 15848 PART 1的認證。
Leakage certification：Valves shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provideTA-LUF certification or ISO 15848 PART 1.
D. 制造商須提供閥門、執(zhí)行機構(gòu)如TUV或者Exida等權(quán)威機構(gòu)出具不低于 SIL2等級認證證書，證書在有效期內(nèi)，投標時提供有效證書復印件。
The manufacturer shall provide valves and actuators such as TUV or Exida with certifications not less than SIL2 and the certificate is within the validity period, Provide copies of valid certificates when bidding.
制造商須提供電磁閥如TUV或者Exida等權(quán)威機構(gòu)出具不低于 SIL3等級認證證書，證書在有效期內(nèi)，投標時提供有效證書復印件。
The manufacturer shall provide solenoid such as TUV or Exida with certifications not less than SIL3 and be within the validity period, Provide copies of valid certificates when bidding.
E. 閥門定位器、電磁閥、限位開關(guān)應具有由國家授權(quán)的監(jiān)督檢驗機構(gòu)頒發(fā)的防爆合格證，須在供貨前提供防爆合格證書。閥門定位器的防爆等級不低于ExiaⅡBT4，防護等級不低于IP66；電磁閥、限位開關(guān)的防爆等級不低于ExdⅡBT4，防護等級不低于IP66。
Valve positioners, solenoid valves, and limit switches shall have explosion-proof certificates issued by China's authorized supervision and inspection agencies. And the vendor should supply explosion proof certificate before delivery. The explosion-proof class of valve positioner shall not less than Exia Ⅱ BT4,protection class of valvepositioner shall not less than IP66 and that of solenoid valve and limit switchshall not less than Exd Ⅱ BT4, protection class of solenoid valve and limit switch shall not less than IP66.
F. 防爆電氣產(chǎn)品滿足國家市場監(jiān)督管理總局公告〔2019年第34號〕《市場監(jiān)管總局關(guān)于防爆電氣等產(chǎn)品由生產(chǎn)許可轉(zhuǎn)為強制性產(chǎn)品認證管理實施要求的公告》的要求，須在供貨時提供CCC認證證書。
The explosion-proof electricalproducts meet the requirements of the announcement of the State Administrationof market supervision [No. 34 in 2019] 《notice of the State Administration for Market Regulation about explosion-proof electrical products change from production license tocompulsory product certification》. And China Compulsory Certification shall be supplied when delivery.
G. 從中華人民共和國關(guān)境內(nèi)提供的貨物：投標截止時間前已進口的貨物：不接受；投標人擬自行進口后銷售給招標人的貨物：不接受。
Forgoods offered from within PRC customs territory:goods already imported prior to the deadline for submission of bids（not allowed）；Goods that the bidder intends to import by itself and then sell it to the Tenderee after import （not allowed）
2）財務要求：投標人應提供2016-2018年審計機構(gòu)出具的財務審計報告及經(jīng)審計的財務報表，包括資產(chǎn)負債表、現(xiàn)金流量表、利潤表。
Bidder shall submit 2016-2018 audited financial report issued by auditing agency, including balancesheets, cash flow statement, profit statement.
2016-2018年的年平均凈資產(chǎn)：不低于等值1000萬元人民幣；
Average net assets of last three years (from 2016 to 2018): notless than RMB 10,000,000 Yuan or equivalent;
2016-2018年的年平均資產(chǎn)負債率：小于0.85。
Average asset-liability ratio of last three years (from 2016 to 2018): less than 0.85.
3）業(yè)績要求：
Requirements of performance:
（1）制造商自2006年1月1日至投標截止之日（合同簽署時間），須具有至少2座國內(nèi)LNG接收站（規(guī)模不小于200 萬噸/年）深冷蝶閥投用業(yè)績，其中有一個單項合同包含深冷蝶閥供貨總數(shù)不低于10臺，且此單項合同中至少有1臺尺寸≥42"且磅級≥150LB的深冷蝶閥。
From January 1, 2006 to the deadline for submission of bids（according to the date of contract signature）, the manufacturer shall have at least 2 domestic LNG receiving terminals (with a scale of no less than 2 million tons/year) performance of operating cryogenic butterfly valves, among them there is at least one contract of which has no less than 10 sets cryogenic butterfly valves and one set 42" and above and 150LB and above cryogenic butterfly valve.
（2）投標人須提交有效的業(yè)績表和相關(guān)證明文件（“1.合同復印件相關(guān)章節(jié)”和“2.用戶使用證明或用戶調(diào)試報告”。如前述1和2無法體現(xiàn)接收站名稱和規(guī)模，須提供其它證明接收站名稱和規(guī)模的公開發(fā)行文件）。業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、貨物名稱及類型（深冷蝶閥）、裝置名稱及規(guī)模（LNG接收站，不小于200萬噸/年）、供貨數(shù)量、閥門尺寸、磅級。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證前述業(yè)績信息，均視為無效業(yè)績。
Bidders shall submit valid performanc estatements and relevant supporting documents (“1. Relevant chapters copies of contract”and“2. User's on-site commissioning report or user's certificate ofuse”. If the above item 1 and 2 can not prove the name and scale of LNG receiving stations,the bidder shall provide other public document to prove thename and scale of LNG receiving stations).The relevant documentary evidence must embody at least the following contents: the signing time of the contract,the name of the goods, the type of the goods (cryogenic butterfly valves), the name and scale of the unit (LNG receiving stations no less than 2 million tons per year ), thequantity of goods supplied, the size and class of valve. Failure to submit are levant documentary evidence for their reference or failure to verify theabove information will be regarded as invalid performance.
（3）投標人所報的本次招標低溫蝶閥（包括閥門本體、主要部件）的原產(chǎn)地和制造商應與所提供業(yè)績中的低溫蝶閥（包括閥門本體、主要部件）原產(chǎn)地以及制造商一致，且所投本次招標低溫蝶閥（包括閥門本體、主要部件）應在其原產(chǎn)地工廠進行生產(chǎn)和檢驗，不得委托加工。
The original place and manufacturer of cryogenic butterfly valves (including the valve body and maincomponent) of the bidder’s quotation shall be in accord with the original placeand manufacturer of the cryogenic butterfly valves(including the valve body andmain component) of the offered performance. And the cryogenic butterfly valves(including the valve body and main component) of the bidder’s quotation shall be manufactured and tested in the plant of the original place, OEM is forbidden.
4）質(zhì)量要求：制造商應提供ISO9001質(zhì)量管理體系認證證書，且證書在有效期內(nèi)。代理商投標時應提供所代理的產(chǎn)品制造商的ISO證書。
Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.The agent shall have the ISO certificate of the product manufacturer.
業(yè)主保留按ITP要求直接從中國派遣第三方檢驗人員對任一重要質(zhì)量控制點（如閥門主要胚件生產(chǎn)廠、閥門主要部件加工廠、閥門部件組裝廠、閥門測試廠等）進行見證性檢驗的權(quán)利。
The purchaser reserves the right to send third-party inspector from China to witness inspection of any important quality control point(such as valve main rough cast manufacture plant,valvemain parts manufacture plant, valve main parts assembly plant, valve testing plant and so on) according to the ITP.
3．有興趣的合格投標人可通過以下方式獲取招標文件：
從 2020年4月30日開始至2020年5月13日止，請登錄中國海洋石油集團 采辦業(yè)務管理與交易系統(tǒng)（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。另外，投標人還需要在 （ ooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from April. 30, 2020 to May 13 2020. For the first time of login, a registration (free of charge) isneeded and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated onlineand offline payment will not be accepted. After successful payment of RMB 2000.00 orUSD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets (
