1．中化建國際 （以下簡稱“招標機構”）受中海油江蘇天然氣 （以下簡稱“招標人”）委托，現(xiàn)邀請合格投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Jiangsu Gas Co., Ltd (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment and service：

Name of Goods: 77 Cryogenic Pneumatic Ball Valves，of which 2" 150LB 29 sets、3" 150LB 2 sets、4" 150LB 1 sets、6" 150LB 2 sets、8" 150LB 10 sets、2" 1500LB 6 sets、3" 1500LB 1 sets、4" 1500LB 4 sets、10" 1500LB 12 sets、14" 1500LB 6 sets、16" 1500LB 4 sets.

For goods offered from within PRC customs territory: the goods shall arrive at Jiangsu LNG Terminal ProjectSite (Address: Binhai harbour District, Yancheng City, Jiangsu Province,China) within 330 daysfrom the date of the signing of the contract.
2．業(yè)績和資格要求：
References and Qualification requirement:
1）資質要求：
Qualification requirement:
A. 投標人必須是具有獨立法人資格的自動低溫球閥制造商或代理商。
獨立法人資格要求：關境內(nèi)投標人應提供有效的營業(yè)執(zhí)照、組織機構代碼證、稅務登記證或三證合一營業(yè)執(zhí)照等。關境外投標人應提供有效的獨立法人證明，以證明投標人具有獨立法人資格。
Bidder shall be manufacturer or authorizedagent designated by manufacturer with the qualification of independent legal entity of Cryogenic Pneumatic Ball Valves.
Bidder from within the PRC Customs Territory shall provide valid businesslicense,Organization Code Certificate and tax registration certificate or integrated business license combined above three certificates. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.
B. 代理商要求：如果投標人所投的貨物不是投標人自己制造的，投標人應得到貨物制造商的同意以及證明其在本次投標中唯一提供該貨物的正式授權書。
If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China.
C. 投標人應提供閥門制造商的以下三類認證有效證書復印件，所有證書認證的制造商名稱應與其所提供業(yè)績的制造商、此次投標貨物的制造商一致：
The bidder shall provide copies of the three type certifactions of the manufacturer when bidding，the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods:
（1） 壓力設備認證證書：制造商應具有中國國家質監(jiān)局頒發(fā)的特種設備制造許可證（A2(2)級）、特種設備型式試驗證書和壓力設備(PED)認證證書中的至少一種，且所有證書均應在有效期內(nèi)；
Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration ofQuality Supervision (Certificate level for cryogenicvalves:A2(2)),Certificatefor Type Test of Specific Equipment and certificate for pressure equipment（PED）,and the certification should be within the period of validity.
（2） 防火認證證書：制造商應具有API 607或API6FA或ISO10497防火證書，認證機構應為Lloyd's、BV或DNV等，且認證范圍要包括本次投標所提供的類型（球閥）、口徑（16"）及壓力等級（1500LB）范圍；
Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc. The certification should coverall valve type（ball valve）, size(16”) and pressure class （1500 LB）in thisproject.
（3） 低泄漏認證證書：閥門必須具備可靠的外密封性能，應至少達到TA-LUFT或ISO 15848-1的要求，并提供相關測試的TA-LUFT證書或ISO 15848 PART 1的認證。
Leakage certifaction：Valves shall have a reliable outside sealing performance and meetthe requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUFTcertificate or ISO 15848 PART 1.
D. 制造商應具有API 6D認證，且證書應在有效期內(nèi)，投標時提供有效證書復印件。
The manufacturer shall have valid API 6D certification.The certificate should be within the validity period, copies ofvalid certificates shall be provied when bidding.
E.制造商須提供閥門、執(zhí)行機構如TUV或者Exida等權威機構出具不低于 SIL2等級認證證書，證書在有效期內(nèi)，投標時提供有效證書復印件。
The manufacturer shall provide valves and actuators such as TUV or Exida with certifications not less than SIL2and the certificate is within the validity period, copies of valid certificates shall be provied when bidding.
制造商須提供電磁閥如TUV或者Exida等權威機構出具不低于 SIL3等級認證證書，證書在有效期內(nèi)，投標時提供有效證書復印件。
The manufacturer shall provide solenoid such as TUV or Exida with certifications not less than SIL3 and be within the validity period, Provide copies of valid certificates when bidding.
F. 防爆電氣產(chǎn)品滿足國家市場監(jiān)督管理總局公告〔2019年第34號〕《市場監(jiān)管總局關于防爆電氣等產(chǎn)品由生產(chǎn)許可轉為強制性產(chǎn)品認證管理實施要求的公告》的要求，須在供貨時提供CCC認證證書。
The explosion-proof electrical products meet the requirements of the announcement of the State Administrationof market supervision [No. 34 in 2019] 《notice of the State Administration for Market Regulation about explosion-proof electrical products change from production license tocompulsory product certification》. And China Compulsory Certification shall be supplied whendelivery.
G. 電磁閥、限位開關須提供由國家授權的質量監(jiān)督檢驗機構頒發(fā)的防爆合格證。電磁閥、限位開關的防爆等級不低于ExdⅡBT4，防護等級不低于IP66。（若無，應書面承諾于供貨前提供）。
Solenoid valves and limits witches must provide explosion-proof certificates issued by quality supervision and inspection agencies authorized by the state. Theexplosion-proof level of the solenoid valve and limit switch is not lower thanExdⅡBT4, and the protection level is not lower than IP66. (If not, a written commitment provided before delivery should be required).
2）財務要求：投標人應提供2016-2018年審計機構出具的財務審計報告及經(jīng)審計的財務報表，包括資產(chǎn)負債表、現(xiàn)金流量表、利潤表。
Bidder shall submit 2016-2018 audited financial report issued by auditing agency, including balance sheets, cash flowstatement, profit statement.
2016-2018年的年平均凈資產(chǎn)：不低于等值2000萬元人民幣；
Average net assets of last three years (from 2016 to 2018): notless than RMB 20,000,000 Yuan or equivalent;
2016-2018年的年平均資產(chǎn)負債率：小于0.85。
Average asset-liability ratio of last three years (from 2016 to2018): less than 0.85.
3）業(yè)績要求：
Requirementsof performance:
（1） 制造商自2009年1月1日至投標截止之日（合同簽署時間）至少具有2座LNG接收站（規(guī)模不小于200萬噸/年）唇式密封深冷球閥運行業(yè)績，其中至少具有尺寸≥10"且磅級≥1500LB的深冷球閥，且上述業(yè)績中至少有一項合同包括至少3臺尺寸≥14"且磅級≥900LB深冷球閥，且上述業(yè)績中尺寸≥8"的深冷球閥累計不少于10臺。
From January 1, 2009 to the deadline for submission of bids（accordingto the date of contract signature）, the manufacturer shall have at least two performance of operating Lip sealed cryogenic ball valves of LNG receiving terminals (no lessthan 2 million tons/year), among them there is at least one 10" and above and 1500LB and above LNG cryogenic ball valve， and among them there is at least one contract of which has noless than 3 sets 14" and above and 900LB and above LNG cryogenic ballvalves，and among them themanufacturer’ accumulated number of 8" and above LNG receiving terminal scryogenic ball valves shall not be less than 10 sets.
（2）投標人須提交有效的業(yè)績表和相關證明文件（“1.合同復印件相關章節(jié)”和“2.用戶使用證明或用戶調(diào)試報告”。如前述1和2無法體現(xiàn)接收站名稱和規(guī)模，須提供其它證明接收站名稱和規(guī)模的公開發(fā)行文件”）。業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、貨物名稱及類型（唇式密封深冷球閥）、裝置名稱及規(guī)模（LNG接收站，不小于200萬噸/年）、供貨數(shù)量、閥門尺寸、磅級。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證前述業(yè)績信息，均視為無效業(yè)績。
Bidders shall submit valid performanc estatements and relevant supporting documents (“1. Relevant chapterscopies ofcontract”and “2. User's on-site commissioning report or user's certificate ofuse”. If the above item 1 and 2 can not prove the name and scale of LNG receiving stations, the bidder shall provide other public document to prove thename and scale of LNG receiving stations).The relevant documentary evidence must embody at least the following contents: the signing time of the contract,the name of the goods, the type of the goods (Lip sealed cryogenicballvalves), the name and scale of the unit (LNG receiving stations no lessthan2million tons per year ), the quantity of goods supplied, the size and class ofvalve. Failure to submit a relevant documentary evidence for their reference or failure to verify the above information will be regarded as invalid performance.
同時，如果提供的業(yè)績使用地未處于中國境內(nèi)時，除上述證明材料外，投標人還需提供第三方檢驗機構出具的相關報告（例如出廠檢驗報告、制造過程檢驗報告或證明業(yè)績真實性的報告，該類第三方檢驗機構應為BV、DNV、勞氏等國際知名機構）。
If the performance is outside PRC Customs Territory, the bidder shall additionally provid the relevant certification by a third authority (such as factory inspection report, manufacturing process inspection report or orther doucument to prove the performance is true, and the certification authority shall be Lloyd's, BV or DNV or orther internationally renowned authority.)
（3） 投標人所報的本次招標低溫球閥（包括閥門本體、主要部件）的原產(chǎn)地和制造商應與所提供業(yè)績中的低溫球閥（包括閥門本體、主要部件）原產(chǎn)地以及制造商一致，且所投本次招標低溫球閥（包括閥門本體、主要部件）應在其原產(chǎn)地工廠進行生產(chǎn)和檢驗，不得委托加工。
The original place andmanufacturer of cryogenic ball valves(including the valve body and main component) of the bidder’s quotation shall be in accord with the original place and manufacturer of the cryogenic ball valves(including the valve body and main component) of the offered performance. And the cryogenic ball valves(includingthe valve body and main component) of the bidder’s quotation shall bemanufactured and tested in the plant of the original place, OEM is forbidden.
4）質量要求：制造商應提供ISO9001質量管理體系認證證書，且證書在有效期內(nèi)。代理商投標時應提供所代理的產(chǎn)品制造商的ISO證書。
Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.The agent shall have the ISO certificate of the product manufacturer.
業(yè)主保留按ITP要求直接從中國派遣第三方檢驗人員對任一重要質量控制點（如閥門主要胚件生產(chǎn)廠、閥門主要部件加工廠、閥門部件組裝廠、閥門測試廠等）進行見證性檢驗的權利。
The purchaser reserves the right to send third-party inspector from China to witness inspection of anyimportant quality control point(such as valve main rough cast manufacture plant,valve main parts manufacture plant, valve main parts assembly plant, valvetesting plant and so on) according to the ITP.
3．有興趣的合格投標人可通過以下方式獲取招標文件：
從 2020年 4月17日開始至2020年4月24日止，請登錄中國海洋石油集團 采辦業(yè)務管理與交易系統(tǒng)（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。另外，投標人還需要在 （ ooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from April 17th, 2020 to April 24th 2020. For the firsttime of login, a registration (free of charge) is needed and only aftersuccessful registration, Bidder can purchase Bidding documents online. Thewhole purchasing process must be operated onlineand offline payment will not beaccepted. After successful payment of RMB 2000.00 or USD300.00 for each copy ofBidding documents which is non-refundable, Bidder may download the Bidding documents.
