1.中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油工程股份 （以下稱為“招標(biāo)人”）委托，就陸豐油田群區(qū)域開發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ),intends to purchase the Goods and the relevant services required under the project of Lufeng Oilfields Development Project by International Competitive Bidding.The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Specification:
This document defines the minimum technical requirements for the design, materials,manufacture, supply inspection, testing and preparation for shipment of Shock Cell of Barge Bumper which will be installed on Lufeng Oilfields Development Project located in the South China Sea, the People’s Republic of China.

2.對(duì)投標(biāo)人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
A．投標(biāo)人所投產(chǎn)品制造商應(yīng)通過ISO9001質(zhì)量體系認(rèn)證，投標(biāo)人應(yīng)提供制造商有效的質(zhì)量體系認(rèn)證證書；
The manufacturer of the product invested by the bidder shall pass ISO9001 Certification, and the Bidder shall provide manufacturer's valid Certificate of Quality Management System Certification.
B．如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.
C.業(yè)績要求：
Requirement for Bidder's reference:
投標(biāo)人所投產(chǎn)品制造商在2015年至2019年之間具有應(yīng)用在海上導(dǎo)管架項(xiàng)目的橡膠型（橡膠位于外管和內(nèi)管之間）靠船件吸能器（吸收的碰撞能量不小于534千焦）的銷售業(yè)績。
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相應(yīng)業(yè)績證明材料，證明材料包括但不限于銷售合同（含相關(guān)技術(shù)附件）和其他證明材料。投標(biāo)人所提交的證明材料至少須證明下述內(nèi)容：合同簽署時(shí)間、所在項(xiàng)目名稱、貨物名稱、橡膠型、碰撞能量。未提供相關(guān)證明材料，或所提供的證明材料中無法驗(yàn)證合同簽署時(shí)間、所在項(xiàng)目名稱、貨物名稱、橡膠型、碰撞能量，均視為無效業(yè)績。
The manufacturer of the product invested by the bidder has a rubber type (rubber is located between the outer pipe and the inner pipe) applied to the offshore jacket project between 2015and 2019（the collision energy absorbed by it is not less than 534 kJ) sales performance.
The bidder must submit the performance form in accordance with the prescribed format, and submit the corresponding performance certification materials, including but not limited to the sales contract (including relevant technical attachments) and other certification materials. The certification materials submitted by the bidder must at least certify the following: contract signing time, project name, cargo name, rubber type, collision energy. Failure to provide relevant certification materials, or failure to verify the contract signing time, the name of the project, the name of the goods, the rubber type, and the collision energy in the certification materials provided shall be deemed invalid performance.
3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2020年4月15日開始至2020年4月22日止，請(qǐng)登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Apr.15, 2020 to Apr.22 2020. For the first time of login, a registration (free of charge) isneeded and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00or USD 350.00 for each copy of Bidding documents which is non-refundable,Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
