1．中化建國(guó)際 （以下簡(jiǎn)稱(chēng)“招標(biāo)機(jī)構(gòu)”）受中海油江蘇天然氣 委托，邀請(qǐng)合格投標(biāo)人就江蘇LNG接收站項(xiàng)目下列全新貨物和有關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo), 現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

數(shù)量：4套（2套采購(gòu)+2套按需選購(gòu)）
交貨期：
關(guān)境外提供的貨物：
第一批于合同簽訂之日起210日到達(dá)中國(guó)上海港；
第二批于合同簽訂之日起450日到達(dá)中國(guó)上海港。
關(guān)境內(nèi)提供的貨物：
第一批于合同簽訂之日起180日到達(dá)江蘇省鹽城市濱海港區(qū)江蘇LNG接收站業(yè)主指定現(xiàn)場(chǎng)；
第二批于合同簽訂之日起360日到達(dá)江蘇省鹽城市濱海港區(qū)江蘇LNG接收站業(yè)主指定現(xiàn)場(chǎng)。
2．業(yè)績(jī)和資格要求：
1）資質(zhì)要求：
- 投標(biāo)人必須是具有獨(dú)立法人資格的開(kāi)架式氣化器制造商或代理商。
獨(dú)立法人資格要求：關(guān)境內(nèi)投標(biāo)人應(yīng)提供有效的營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或三證合一的營(yíng)業(yè)執(zhí)照等。關(guān)境外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明。以證明投標(biāo)人具有獨(dú)立法人資格。
代理商要求：如果投標(biāo)人所投的貨物（氣化器設(shè)備主體）不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書(shū)。
- 壓力容器部件的制造商應(yīng)具備中華人民共和國(guó)特種設(shè)備制造許可證（壓力容器）或國(guó)家質(zhì)檢總局特種設(shè)備許可辦公室（SELO）頒發(fā)的制造許可證，且證書(shū)在有效期內(nèi)。
- 制造商或設(shè)備的設(shè)計(jì)分供商應(yīng)具備中華人民共和國(guó)特種設(shè)備設(shè)計(jì)許可證（壓力容器）或美國(guó)機(jī)械工程師學(xué)會(huì)認(rèn)證，且證書(shū)在有效期內(nèi)。
2）財(cái)務(wù)要求：投標(biāo)人應(yīng)提供2016-2018年審計(jì)機(jī)構(gòu)出具的財(cái)務(wù)審計(jì)報(bào)告及經(jīng)審計(jì)的財(cái)務(wù)報(bào)表，包括資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤(rùn)表。
2016-2018年的年平均凈資產(chǎn)：不低于等值3000萬(wàn)元人民幣；
2016-2018年的年平均資產(chǎn)負(fù)債率：小于0.85。
3）業(yè)績(jī)要求：自2009年1月1日至投標(biāo)截至之日，制造商應(yīng)至少具有2個(gè)中國(guó)境內(nèi)LNG接收站開(kāi)架式氣化器的供貨及成功投用業(yè)績(jī)（業(yè)績(jī)時(shí)間以開(kāi)架式氣化器設(shè)備在項(xiàng)目現(xiàn)場(chǎng)成功調(diào)試并出具單體調(diào)試或聯(lián)合調(diào)試報(bào)告的時(shí)間為準(zhǔn)），每個(gè)業(yè)績(jī)中的開(kāi)架式氣化器處理能力不低于180t/h，運(yùn)行時(shí)間不少于3年（時(shí)間以開(kāi)架式氣化器設(shè)備調(diào)試完成至今的時(shí)間計(jì)算）。提供相關(guān)證明材料。
相關(guān)證明材料包括：業(yè)績(jī)合同關(guān)鍵頁(yè)復(fù)印件（如合同首頁(yè)、合同簽訂日期頁(yè)、交貨日期頁(yè)、雙方簽字蓋章頁(yè)、供貨范圍/工作范圍描述頁(yè)、主要技術(shù)參數(shù)頁(yè)等關(guān)鍵頁(yè)面，原件備查）和設(shè)備現(xiàn)場(chǎng)調(diào)試報(bào)告（業(yè)主、監(jiān)理等簽字），或用戶(hù)業(yè)績(jī)反饋?zhàn)C明（用戶(hù)蓋章或法定代表人簽字，并體現(xiàn)調(diào)試完成時(shí)間點(diǎn)）。未提供有效證明材料或證明材料數(shù)據(jù)不足的業(yè)績(jī)將視為無(wú)效業(yè)績(jī)。
4）質(zhì)量要求：制造商應(yīng)提供ISO9001質(zhì)量管理體系認(rèn)證證書(shū)，且證書(shū)在有效期內(nèi)。代理商投標(biāo)時(shí)應(yīng)提供所代理的產(chǎn)品制造商的ISO證書(shū)。
3．有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：
從 2020年3月30日開(kāi)始至2020年4月7日止，請(qǐng)登錄中國(guó)海洋石油集團(tuán) 采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。購(gòu)買(mǎi)過(guò)程必須全程在線(xiàn)操作，線(xiàn)下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購(gòu)買(mǎi)招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在機(jī)電產(chǎn)品招標(biāo)投標(biāo) （

1. Procurement& TenderingCenterof CNOOC Procurement Dept. andCNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”),for and on behalf of CNOOC Jiangsu Gas Co., Ltd (hereinafter called"Purchaser") invitessealedbids from eligible bidders for the supplyof following equipment:

Forgoods offered from within PRC customs territory:
Thefirst batch arrived at Jiangsu LNG Terminal Project Site (Address: Jiangsu LNGproject, Binhai harbour District, Yancheng City, Jiangsu Province, China.)within 180 days from the date of the signing of the contract;
The secondbatch arrived at Jiangsu LNG Terminal Project Site (Address: Jiangsu LNG project,Binhai harbour District, Yancheng City, Jiangsu Province, China.) within 360days from the date of the signing of the contract.
2. References and Qualification requirement:
1)Qualification requirement:
-Bidder shall be manufacturer or authorized agent designated by manufacturerwith the qualification of independent legal entity.
Bidderfrom within the PRC Customs Territory shall provide validbusiness license,Organization Code Certificate and tax registrationcertificate. Bidder from outside the PRC CustomsTerritory shall provide valid independent legal entitycertificate.
If thegoods (equipment body) is not manufactured by bidder, the bidder shall obtainthe only legal officialauthority of the manufacturer that the bidder couldprovide the goods for thebid in China.
-Manufacturers of pressure vessel components shall have Manufacturinglicense of special equipment People's Republic of China (pressure vessel) or Manufacturing license issued by thespecial licensing office (SELO) of the general administration of qualitysupervision within the validity period.
- The manufactureror sub-supplier of the design of the equipment shall have Design license ofspecial equipment People's Republic of China (pressure vessel) or certificateof authorization by The American society of mechanical engineers within thevalidity period.
2)Biddershall submit 2016-2018 audited financial report issued by auditing agency,including balancesheets, cash flowstatement, profit statement.
Averagenetassets of last three years (from 2016 to 2018): not less than RMB30,000,000Yuan or equivalent;
Averageasset-liability ratio of last three years (from 2016 to 2018): less than 0.85.
3) Manufacturer shall have at least 2 domestic LNG receivingterminal projects (design capacity not less than two million tons/year) withOpen RackVaporizer supply and successful application performances from January1, 2009 (The period should be subject to the successful commissioning on theproject site and the report of Unit or Joint commissioning issued), thecapacity of each Open RackVaporizer not less than 180t/h, the operating cycleshall not be less than 3 years(The time shall be calculated by the time up tonow that the commissioning of Open RackVaporizer has been completed). Thereferences shall be testified by proof materials.
The proof materials include: copy of key pages of contract (Thehomepage of contract, the sign date page of contract, the delivery date page ofcontract, the both parties signed and stamped page of contract, the descriptionpage of Goods scope or Work scope, the key pages of main technical parameters,the original copy for reference) and commissioning report (signature of ownerand supervisor), or User performance feedback certificate (seal of user orsignature of legal representative, and reflect the time point of commissioningcompletion). The performance without certification documents or insufficientevidence will be treated as invalid performance.
4）Manufacturershall have the ISO9001 quality management system certification and thecertificate is valid. The agent shall have the ISO certificate of the productmanufacturer.
3. The interested Bidders may obtain the bidding document byfollowing method: Please login at CNOOC Procurement Operation System on the page ofInvitation for bid for purchasingBidding document from Mar. 30th, 2020 to Apr. 7th 2020. For the firsttime of login, a registration (free of charge) is needed and only aftersuccessful registration, Bidder can purchaseBidding documents online. The wholepurchasing process must be operated onlineand offline payment will not be accepted. After successful payment ofRMB 2000.00 or USD300.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents.
