1.中化建國(guó)際 （以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油工程股份 （以下稱(chēng)為“招標(biāo)人”）委托，就陸豐油田群區(qū)域開(kāi)發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ),intends to purchase the Goods and the relevant services required under the project of Lufeng Oilfields Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Specification:
This document defines the minimum technical requirements for the design, materials,manufacture, supply inspection, testing and preparation for shipment of Flooding and Venting System which will be installed on Lufeng Oilfields Development Project located in the South China Sea, the People’s Republic of China.

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：
Requirements for Qualification and reference of Bidder:
A．制造商通過(guò)ISO9001質(zhì)量體系認(rèn)證，并提供有效的質(zhì)量體系認(rèn)證證書(shū)；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B．如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書(shū)。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.
C. 業(yè)績(jī)要求：
Requirement for Bidder's reference:
投標(biāo)人所投產(chǎn)品制造商在2015年至2019年之間具有簽訂合同的海上導(dǎo)管架項(xiàng)目沖水液壓控制系統(tǒng)（合同中產(chǎn)品的閥門(mén)的類(lèi)型應(yīng)是全口徑固定式1/4回轉(zhuǎn)球閥；液壓閥的驅(qū)動(dòng)器型式應(yīng)為液壓驅(qū)動(dòng)開(kāi)，彈簧關(guān)；沖水液壓控制系統(tǒng)的實(shí)際使用水深應(yīng)不低于140米）銷(xiāo)售業(yè)績(jī)。投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相應(yīng)證明材料，證明材料包括銷(xiāo)售合同（含相關(guān)技術(shù)附件）的復(fù)印件和其他證明材料，證明材料至少須證明合同簽署時(shí)間、項(xiàng)目名稱(chēng)、貨物名稱(chēng)、閥門(mén)類(lèi)型、驅(qū)動(dòng)形式、水深。所提供的證明材料無(wú)法驗(yàn)證合同簽署時(shí)間、項(xiàng)目名稱(chēng)、貨物名稱(chēng)、閥門(mén)類(lèi)型、驅(qū)動(dòng)形式、水深，均視為無(wú)效業(yè)績(jī)。
The manufacturer of the product invested by the bidder has a contracted Flooding and Venting System for the offshore jacket project from 2015 to 2019 (the valve type of the product in the contract should be a full-caliber fixed 1/4 rotary ball valve; hydraulic valve the type of driver should be hydraulic drive open, spring closed; the actual water depth of the flushing hydraulic control system should not be less than 140 meters).The bidder must submit the performance form in the prescribed format and submit corresponding certification materials. The certification materials include a copy of the sales contract (including related technical attachments) and other certification materials. The certification materials must at least prove the contract signing time, the project name, the name of the goods, Valve type,drive type, water depth. The certification materials provided cannot verify the contract signing time, project name, cargo name, valve type, driving form, and water depth, which are all considered in valid performance.
3.有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2020年3月20日開(kāi)始至2020年3月27日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。購(gòu)買(mǎi)過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買(mǎi)招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Mar.20, 2020 to Mar.27 2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00or USD 350.00 for each copy of Bidding documents which is non-refundable,Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
