/Shanghai Machinery & Electric Equipment Tendering Co., Ltd.(hereinafter called ”the Tendering Agent”), authorized and on behalf of AECC COMMERCIAL AIRCRAFT ENGINE CO.,LTD (hereinafter called ”the Tenderee“), We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding.
項目概況/Project Overview：目前，2001壓氣機試驗器的測扭裝置含測扭器及前后兩個聯(lián)軸器，其技術(shù)指標(biāo)為最高轉(zhuǎn)速為20000rpm，最大扭矩16.5kNm，可平衡軸向力100kN。為滿足壓氣機科研試驗需求，對測扭裝置的技術(shù)指標(biāo)提出了更高的要求，因此需重新采購一套測扭裝置。最終交付測扭器、聯(lián)軸器2、聯(lián)軸器3 以及測扭器支撐底座，包括設(shè)計、制造、出廠前調(diào)試、設(shè)備運輸及安裝技術(shù)支持。/
現(xiàn)招標(biāo)人資金已到位，具備了招標(biāo)條件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投標(biāo)人資格要求 /Qualification Requirements For Bidder：
1) 遵守國家法律、法令和條例，在中華人民共和國境內(nèi)登記注冊的，具有獨立法人資格的企業(yè)，提交營業(yè)執(zhí)照復(fù)印件；境外投標(biāo)人須提供有效的企業(yè)登記證明材料；
/ The bidder registered in the People's Republic of China shall provide a copy of the business license; Overseas bidders shall provide valid enterprise registration documents
2) 制造商應(yīng)通過ISO9000系列或同等質(zhì)量管理體系認(rèn)證。
/The manufacture shall certified ISO9000 series or other equivalent certificates of the quality management system..
3) 制造商從2015年起有不少于 1 套 壓氣機試驗器類似測扭器、聯(lián)軸器的設(shè)計、制造以及應(yīng)用的業(yè)績（須提供合同復(fù)印件及驗收證明）。
/ From 2015, The manufacture should have more than 1 (including 1 ) Performance of torsion device for pressure compressor (must provide a performance list and copy of the contract or the user written proof).
4）投標(biāo)人應(yīng)有良好的售后質(zhì)保服務(wù)體系，提供良好技術(shù)支持及維修服務(wù)的證明，同時提供相應(yīng)人員的名單、職位和工作年限。
/ The bidder shall have a good after-sales quality assurance service system, provide the certificate of good technical support and maintenance service, and provide the list, position and working years of the corresponding personnel.
5）提供近三年（2016-2018年）的年度財務(wù)報告（上述財務(wù)報告包括資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤表）
/ Provide annual financial reports for the past three years (2016-2018) (including balance sheet, cash flow statement and income statement)
4、本次招標(biāo)不接受聯(lián)合體投標(biāo)。/ Joint Bids is NOT Available.
