（以下簡(jiǎn)稱：招標(biāo)機(jī)構(gòu)），對(duì)下述貨物和服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)，我們竭誠(chéng)歡迎合格投標(biāo)人參加投標(biāo)。
/Shanghai Machinery & Electric Equipment Tendering Co., Ltd.(hereinafter called ”the Tendering Agent”), authorized and on behalf of AECC COMMERCIAL AIRCRAFT ENGINE CO.,LTD (hereinafter called ”the Tenderee“), We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding.
項(xiàng)目概況/Project Overview：招標(biāo)人2001風(fēng)扇壓氣機(jī)試驗(yàn)廠房?jī)?nèi)壓氣機(jī)試驗(yàn)器主要由傳動(dòng)系統(tǒng)、進(jìn)氣系統(tǒng)、排氣系統(tǒng)及支撐組件等系統(tǒng)構(gòu)成。目前的傳動(dòng)系統(tǒng)無(wú)法滿足后續(xù)試驗(yàn)需求，因此需對(duì)壓氣機(jī)試驗(yàn)器傳動(dòng)系統(tǒng)進(jìn)行改造。在保留原有25MW同步電機(jī)的基礎(chǔ)上，對(duì)增速器及其他組件進(jìn)行替換升級(jí)。最終交付物為增速器及其配套的設(shè)備組件一套，包括設(shè)計(jì)、制造、出廠前調(diào)試、運(yùn)輸和安裝技術(shù)支持。/ The compressor tester in the 2001 fan compressor test facility of tenderee is mainly composed of drive system, intake system, exhaust system and support components. The current drive system can not meet the requirements of the subsequent test, so the compressor tester drive system needs to be modified. On the basis of keeping the original 25MW synchronous motor, replace and upgrade the speed increaser and other components. The final delivery is a set of the booster and its supporting equipment components, including design, manufacturing, pre-factory commissioning, transportation and installation technical support.

3、*投標(biāo)人資格要求 /Qualification Requirements For Bidder：
1) 遵守國(guó)家法律、法令和條例，在中華人民共和國(guó)境內(nèi)登記注冊(cè)的，具有獨(dú)立法人資格的企業(yè)，提交營(yíng)業(yè)執(zhí)照復(fù)印件；境外投標(biāo)人須提供有效的企業(yè)登記證明材料；
/ The bidder registered in the People's Republic of China shall provide a copy of the business license; Overseas bidders shall provide valid enterprise registration documents
2) 制造商應(yīng)通過(guò)ISO9000系列或同等質(zhì)量管理體系認(rèn)證。
/The manufacture shall certified ISO9000 series or other equivalent certificates of the quality management system..
3) 制造商從2015年起有不少于1個(gè) 壓氣機(jī)試驗(yàn)器所用類(lèi)似的增速器，且增速器設(shè)計(jì)最大功率應(yīng)大于20MW 的業(yè)績(jī)（須提供合同復(fù)印件及驗(yàn)收證明）。
/ From 2015, The manufacture should have more than 1 (including 1 ) Performance of speed increaser for high pressure compressor（The designed maximum power of the speeder shall be greater than 20MW）(must provide a performance list and copy of the contract or the user written proof).
4）投標(biāo)人應(yīng)有良好的售后質(zhì)保服務(wù)體系，提供良好技術(shù)支持及維修服務(wù)的證明，同時(shí)提供相應(yīng)人員的名單、職位和工作年限。
/ The bidder shall have a good after-sales quality assurance service system, provide the certificate of good technical support and maintenance service, and provide the list, position and working years of the corresponding personnel.
5）提供近三年（2016-2018年）的年度財(cái)務(wù)報(bào)告（上述財(cái)務(wù)報(bào)告包括資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤(rùn)表）
/ Provide annual financial reports for the past three years (2016-2018) (including balance sheet, cash flow statement and income statement)
4、本次招標(biāo)不接受聯(lián)合體投標(biāo)。/ Joint Bids is NOT Available.
未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo)：不可以。
